What are the most significant cases, projects and/or transactions that you and/or your legal team have recently been involved in? /strong>
The most significant transaction in which this attorney and his legal team have been involved is the obligation of over USD9 bn. dollars in funds from the Department of Housing’s CDBG-DR/MIT Program. This achievement represents an important step in Puerto Rico’s recovery following Hurricanes Irma and Maria in 2017.
How do you approach managing legal aspects during periods of instability or crisis to ensure the organisation’s resilience?/strong>
My experience over the eight years I’ve worked at the Puerto Rico Department of Housing has helped me understand the changes that occur in this professional environment. A positive attitude, listening to advice, and teamwork are key to ensuring organisational resilience.
What is a cause, business or otherwise, that you are passionate about? Why is this?
In my work related to government contracting, I have been deeply interested in the field of insurance. Insurance aligns well with risk management and is a very important aspect for meeting the scope of each project.
How does your team contribute to the overall business strategy of the company? Can you share an example of a recent legal-led initiative that had a significant impact?
Our legal team has helped streamline the processes for handling inquiries and requests from other divisions. For example, the Legal Division implemented the Legal Issues Management (LIM) platform, which channels all requests related to new contracts, amendments, inquiries, and follow-up on assigned tasks. This has benefited communication with other divisions and record-keeping.
Have you had any experiences during your career as a lawyer that stand out as particularly unique or interesting?
As part of my academic preparation to become a lawyer, I had the opportunity to create the “Proyecto Buen Juicio”. With this initiative, I provided guidance to high school students so they could understand the legal consequences of negative and illegal actions, such as drugs, alcohol, physical assault, and others. This experience helped me develop as a lawyer with a more human touch regarding the problems facing Puerto Rican youth. To this day, I continue to provide guidance and contribute to the new generation of my Puerto Rico.
