Biography
Richard graduated from the National University of San Marcos. He holds a Master’s degree in Business Law with a specialisation in market access from the Peruvian University of Applied Sciences. With over twenty years of professional experience, fifteen of which have been in the hydrocarbons sector, he has developed strong expertise in regulatory, corporate, judicial, and arbitration matters.
He currently serves as the corporate and regulatory affairs manager at Contugas, a company within the Grupo Energía de Bogotá, responsible for natural gas distribution through a pipeline network in the Ica region. In this role, he oversees the company’s legal, regulatory, procedural, and corporate management. He also leads institutional relations policies, social responsibility initiatives, occupational health and safety programs, and the company’s environmental and sustainability efforts.
The broad range of topics under his leadership has granted him a comprehensive view of the company’s operations. This perspective has been instrumental in shaping and closing commercial and construction projects, as well as in making strategic decisions focused on contract management, dispute resolution, and the mitigation of regulatory, financial, social, and political risks.
His experience enabled him to take on various professional challenges within the company, including assuming the position of Acting General Manager for four months, from September to December 2024. This transition period aligned with major social milestones for the company, such as the connection of the 100,000th customer in the Ica region and the completion of procedures to connect four public hospitals in the area.
Throughout his career, he has secured favourable rulings for the company in administrative, judicial, and arbitration proceedings. He has also championed regulatory reforms aimed at expanding and strengthening the consumption of natural gas in various Peruvian regions, contributing to the national effort to reduce energy poverty.
In the corporate sphere, he has led the design and implementation of good corporate governance policies, registral sanitation strategies, contract model redefinitions, and the development of synergies with related companies. On the commercial front, he has spearheaded and supported the implementation of commercial policy strategies, demand generation plans for new business ventures, and conflict resolution through the promotion of commercial agreements.
He actively participates in industry organisations, representing Contugas in the Peruvian Hydrocarbons Society, where he has served as Vice President of the Legal Committee for the past four years. Additionally, he has acted as an ad hoc arbitrator in construction and service contract disputes and is currently listed as an arbitrator with the University of San Martín de Porres and the Chamber of Commerce of Ica.
In the academic field, he teaches in the Master’s Program in Public Management at the University of San Ignacio de Loyola, covering topics such as regulation, administrative law, and public-private partnerships. He has also participated in conferences and speaking engagements related to the natural gas industry and hydrocarbon law, organized by institutions such as ESAN, Osinergmin, and Gaceta Jurídica.
