He brings 20 years of experience in the financial services sector, developed entirely within the banking industry, during which he has held key strategic roles across the legal value chain, ranging from legal advisory for corporate, institutional and commercial banking, to the handling of judicial authority orders and mortgage recovery processes. This background has enabled him to develop a holistic understanding of the banking business, the regulatory landscape and the legal risks inherent to financial operations.
In his current role, Samir leads the judicial defence strategy in electronic banking disputes, including matters involving electronic fraud, authentication mechanisms, transaction validation, regulatory notification requirements and digital evidence. His practice is distinguished by the integration of technical legal analysis, deep business insight and a strategic approach to litigation portfolio management, aimed at risk mitigation, operational efficiency and consistency of defence criteria at a national level.
Samir has led significant legal function transformation initiatives, including the optimisation of litigation operating models, the strengthening of digital evidence controls, the coordination of internal legal teams and external counsel nationwide, and the implementation of performance metrics and governance frameworks that align legal outcomes with institutional objectives.
He is also actively involved in assessing the legal impact of judicial and regulatory reforms in Mexico, particularly those affecting the banking sector, electronic channels and the justice system, contributing to the definition of institutional positions and adaptation strategies in response to evolving judicial criteria.
