Career Biography

Mitsutaka Hibino joined Nippon Telegraph and Telephone Corporation (now NTT, Inc.) in 1995. He has mainly worked in Corporation Law, Competition Law and Personal Information Protection Law at NTT, Inc. and NTT EAST. In his current position, he manages the NTT Group Legal team, covering both Japanese and global matters.

What are the most significant cases, projects or transactions that you and your legal team have recently been involved in?

NTT released its ‘Medium-Term Management Strategy’ in 2023, in which it announced plans to develop new technologies such as IOWN and invest in new growth sectors to achieve its fundamental principles of ‘New Value Creation and Sustainability Powered by IOWN.’ The NTT Legal Team is promoting this strategy from a legal perspective, including cross-border investment, revisions of related laws and regulations, and contributing to the launch of new businesses. We believe that legal perspectives will become increasingly important for the development of our Japanese and global business. The NTT Legal Team will continue to play an important role in the business of the NTT Group.

How do you approach managing legal aspects during periods of instability or crisis to ensure the organisation’s resilience?

NTT Group companies are located in many countries around the world and promote their business while cooperating and collaborating in a constantly changing and diverse environment. It is therefore essential for the entire NTT Group to operate as a resilient organisation under the concept of One NTT. However, this poses challenges for a large corporate group like ours, with more than 340,000 employees globally. Under these circumstances, we in the legal section believe that one of the key priorities is strengthening collaboration among legal teams across the NTT Group, in order to establish relationships that enable swift responses to change.

To support this, we hold annual online conferences called the ‘Global Legal Conference,’ which last year brought together over 350 legal professionals from both domestic and international group companies. This conference has become a valuable communication platform for sharing legal and regulatory updates from various jurisdictions, discussing current issues, and hosting Q&A sessions. We believe that by enhancing group-wide cooperation through such initiatives, we can build the capacity to respond effectively and swiftly in times of crisis.

Based on your experiences in the past year, are there any trends in the legal or business world that you are keeping an eye on that you think other in-house lawyers should be mindful of?

Utilisation of AI services in the legal section is a topic that deserves attention. While the use of AI services has been a subject of discussion over the past couple of years, the recent advancements have been remarkable, and I recognise that various companies have started to incorporate them into their business operations. In conversations with external counsel, the use of AI services in law firms has also become a topic of discussion.

On the other hand, effective use of AI services requires so-called AI literacy for users, and the level of familiarity can vary by generation, so we also need to take time to provide education for legal members to utilise them effectively. NTT Group comprises various types of business companies, and I believe it is essential to consider the appropriate use of AI services suited to each organisation’s operations when contemplating the future legal operations of each company.
