Ibrahim Kitoo has a fifteen-year post-admission experience, and more than a decade of experience as a Legal Counsel in the energy sector, and in the legal corporate milieu. He is an Advocate of the High Court of Kenya; Notary Public & Commissioner for Oaths; Practising Certified Secretary & Governance Professional; Legal and Governance Auditor; Public Finance; Development Finance; Public Procurement; Public Private Partnerships (CP3P); Certified Energy Utilities Regulatory Specialist; FIDIC Certified; Contracts Manager and Alternative Dispute Resolution (ADR) Practitioner.
Ibrahim Kitoo currently serves as the Corporation Secretary & Director Legal Services, Energy & Petroleum Regulatory Authority (EPRA) overseeing and offering leadership to the Governance and Corporate Secretarial Function, Legal, Regulatory and Commercial Services Departments.
He holds a Master’s Degree (LL.M) in Public Finance & Financial Services Law and Bachelor’s Degree in Law (LL.B) all from The University of Nairobi, a Post Graduate Diploma in Law from the Kenya School of Law, a Master Certificate in Sustainable Infrastructure Financing and Development from York University, Canada.
He is, among others, an alumnus of the Oxford University Saïd Business School Executive Leadership Programme 2025; the London School of Economics and Political Science Negotiation Programme 2024; Oxford Renewable Energy Program Fellow 2022; Oxford University Saïd Business School Leading Strategic Projects Programme 2021; King’s College London/FIDIC Summer School 2021 Programme; Institute of Directors Advanced Directorship Programme, IFC/World Bank Group Corporate Governance Masterclass 2019; and Australia Africa Public Private Infrastructure Partnerships Programme 2018.
He is a member of the Law Society of Kenya, Institute of Certified Secretaries (Kenya), Institute of Directors (Kenya), Chartered Institute of Arbitrators (Kenya & London), Corporate Governance Institute (UK), Association of International Energy Negotiators (AIEN) and Harvard Business Review (HBR).
Passionate for energy security, he is credited for, among others, offering bespoke legal, regulatory and public policy leadership and negotiations expertise in the origination, financing and successful delivery of several strategic infrastructure projects in the renewable energy spectrum. His professionalism, technical proficiency and stellar commitment to the legal and governance professions has seen him receive multiple accolades and legal excellence awards having recently been feted and featured in the 2nd Annual Legal Era Africa Law Awards 2025 (The Finest and Most Distinguished General Counsel of Africa – Public Administration Category), Legal500 General Counsel Powerlist 2024 and as the Public Sector Lawyer of the Year 2022 under the auspices of the Law Society of Kenya.
He has before served as a Council Member and Assistant Honorary Secretary of the Chartered Institute of Arbitrators (Kenya), Audit, Risk & Compliance Committees of the Ministry of Environment and Forestry, the Office of the Attorney General and Department of Justice, Law Society of Kenya, Institute of Certified Secretaries, Organizational Board Member and member of the Governance, People and Culture Committee of the World Vision Kenya, among others and currently serves as a member of the ICS Disciplinary Committee.
He has facilitated several trainings on infrastructure financing and development, procurement, Public Private Partnerships, Corporate Governance, Strategy, In House Counsel Leadership, Performance Management and Productivity, among others and has to his credit authored several journal articles in the subjects of public procurement, public private partnerships, corporate governance and leadership, arbitration, among other areas in leading and peer reviewed journals locally, regionally and at the global stage.
