Career Biography

Rosalía Roman Urcuyo is Chief Counsel of Private Sector/Non-Sovereign Operations, Legal Affairs at the Development Bank of Latin America and the Caribbean (CAF), leading the division within the Legal Department that supports the private sector and non-sovereign guaranteed financings made by the Bank in Latin America and the Caribbean (approx. 25 member countries), including project finance (energy and infrastructure projects), corporate finance, fund mobilisation to private sector, equity investments and financial markets transactions. CAF is the top multilateral development bank serving Latin America and the Caribbean region (CAF – Development Bank of Latin America and the Caribbean with approximately $60bn in assets (the Bank)). Rosalía is also a member of the Board of Directors of CAF-AM Corp. an asset management company with approximately $2bn of AUM and invested in sustainable energy and infrastructure projects in various countries in Latin America and the Caribbean. Rosalía is also the mom of two wonderful girls under nine.

Before joining the Development Bank of Latin America CAF, Rosalia was a senior associate at Clifford Chance’s Washington D.C. office and was a member of its Banking and Finance Group. Rosalia is admitted to practice in the State of New York, Washington D.C. and the Republic of Costa Rica.

Rosalia is a graduate of Harvard Business School, Harvard Law School and the University of Costa Rica School of Law.

Rosalía has been ranked in The Legal 500 GC Powerlist (2022, 2024, 2025), Chambers Latin America as a diversity outstanding contributor (2023), Chambers Global and Chambers Latin America, as a Leading Individual (Global Leaders) under Clifford Chance’s Band 1 ranking for Projects: Global-wide and Latin America-wide.
