Benjamin Kheng is a seasoned legal counsel with 20 years of experience in corporate, infrastructure and energy law across the Asia-Pacific region. He is a proven leader in managing multi-jurisdictional legal teams and advising on complex renewables and utilities projects.

Benjamin is adept at structuring greenfield and brownfield energy transactions, leading negotiations, and enabling energy transition strategies. His expertise includes monitoring and interpreting new regulations, ensuring operational compliance with legal standards, and embedding strong governance frameworks aligned with corporate policy.

What are the most significant cases, projects and/or transactions that you and/or your legal team have recently been involved in?

Through Singa Renewables, a joint venture between Royal Golden Eagle and TotalEnergies, the company entered into a Co-Investment Agreement to develop and operate a solar photovoltaic power plant with a battery energy storage system in Riau, Indonesia.

In a parallel development, Singapore’s Energy Market Authority (EMA) granted a Conditional Licence to import up to 1.0 gigawatt of solar energy from Indonesia to Singapore. Singa Renewables also signed a Memorandum of Understanding with Singapore Energy Interconnections Pte Ltd (SGEI) to jointly develop a subsea interconnector that will enable this clean energy transfer.

By exporting solar energy to Singapore, the project enhances regional energy cooperation and security. It represents a landmark step in ASEAN’s drive toward an integrated, sustainable power grid, catalysing connectivity and shared progress in the energy transition.

How do you approach managing legal aspects during periods of instability or crisis to ensure the organisation’s resilience?

As Head of Legal, my approach during periods of instability or crisis is anchored in being a proactive business partner. The role of Legal is not merely to protect, but to enable — particularly when the stakes are high.

I work closely with cross-functional teams to understand commercial pressures and strategic imperatives, ensuring that legal advice is contextual and aligned with business objectives. In times of uncertainty, agility and clarity are critical. I focus on translating complex legal frameworks into actionable, risk-calibrated options that empower decision-makers.

This often involves creative structuring — from alternative deal constructs and phased risk mitigation strategies to dynamic contractual protections — all designed to preserve commercial momentum without compromising legal integrity.

Resilience also depends on clarity and speed. I ensure that legal processes are streamlined and that the team operates with clear escalation paths and scenario-based playbooks. At the same time, I maintain a strong governance backbone to monitor, assess and recalibrate risk exposure as situations evolve.

Ultimately, Legal’s value in a crisis lies in its ability to balance protection with possibility — enabling the organisation to move forward confidently, even amid ambiguity.
