Career Biography

Akiko Yamahara is the Global General Counsel for Citi Global Wealth and serves as a member of the Legal Management Committee. Akiko joined Citigroup in 2003 to provide legal coverage for the investment banking business in Japan. During her eight years in Tokyo, she expanded her role and became the Chief Legal Officer and Board Director for Citigroup Global Markets Japan. She subsequently moved to London to cover the EMEA private bank and consumer bank businesses. She is now based in New York and oversees approx. 100 lawyers supporting the Wealth business. She co-chairs Citi Legal’s One Legal Forum coordinating activities of Employee Engagement Council, Talent in the Profession Council, Pro Bono Council and Global Legal Academy. She also serves as a Steering Committee member for Asian Heritage Network for Citi and represents Citi at National Women’s Law Center. Prior to joining Citi, Ms. Yamahara was an associate at Shearman & Sterling in New York and Davis Polk & Wardwell in New York, Tokyo and Hong Kong. She has taught International Securities Regulation and Negotiations classes at Temple University School of Law in Tokyo as an adjunct professor. She currently serves on the Board of Overseers at Temple University Japan. Ms. Yamahara received her J.D. from New York University Law School and a Bachelor of Science from New York University, Stern School of Business. She also received the Best In-House Lawyer Award in Japan in 2009 from Asian Legal Business, Asian Women in Business Law Award in 2011 from IFLR and nominated as IFLR’s 21 most influential bankers’ counsel in 2011. She also received the most inspiring corporate leader award from Asia Society in 2024. She is a founding member of Asia Society Japan.

What are the most significant cases, projects, or transactions that you and your legal team have recently been involved in? 

Citi’s partnership with BlackRock was one of the most significant transactions my team and I led from Legal in 2025. Citi Wealth launched a new customized portfolio offering, with BlackRock managing approximately $80 billion in wealth client assets, marking the largest agreement of its kind. This offering harnesses the power and scale of two global leaders in wealth, providing clients with customized portfolio solutions and accelerating growth for both firms.

Another transaction of significance was the divestiture of Citi Wealth’s fiduciary and trust administration to Jersey Trust Company which consisted of multiple legal entities in seven high-quality trust jurisdictions globally, serving over 2,000 ultra-high net worth clients with assets under administration in excess of $70 billion.

How do you approach managing legal aspects during periods of instability or crisis to ensure the organisation’s resilience?

During periods of instability and crisis are when the role of general counsel plays an especially critical role within the senior management. I believe that tightly aligning legal strategy with business strategy by ensuring that every legal advice addresses not only the company’s legal risks but also reputational risks. I reinforce governance and decision discipline by clarifying decision rights, documenting critical judgments, and keeping the executive team fully informed. When pressure is highest, I exercise moral courage by setting clear legal and ethical boundaries, challenging decisions, and presenting compliant, workable alternatives that safeguard both the company’s integrity and its leadership.

Have you had any experiences during your career as a lawyer that stand out as particularly unique or interesting?

I sought opportunities to build my career by working in new areas, both geographically and covering multiple business lines at Citi including investment banking and private banking businesses. A career that spans Asia, EMEA, and North America in many of the world’s financial centers gives a lawyer something few professional paths can offer: a truly global legal lens shaped by lived experience, not just theory.

Working across these regions exposed me to fundamentally different legal systems, regulatory philosophies, and commercial cultures. I learned how common-law and civil-law traditions intersect, how clients and regulators think in different markets, and how businesses balance risk and opportunity depending on local norms and economic realities. Over time, I became fluent in translating complex legal advice into practical guidance that resonates with diverse audiences—from fast-moving growth markets to highly regulated environments. That adaptability is a powerful differentiator.

This experience was transformative in shaping my leadership style. Leading or collaborating with teams across time zones and cultures strengthens empathy, cultural intelligence, and communication skills. Ultimately, a lawyer with deep experience across Asia, EMEA, and North America brings a rare combination of legal depth, global perspective, and people-centric leadership.

What is a cause, business or otherwise, that you are passionate about? Why is this?

I feel passionate about creating an engaging and inclusive culture for my team that is based in 11 cities around the world. In addition, for our 1600+ lawyers in Citi Legal, I have created a global forum where all lawyers can come together through pro bono work, talent development initiatives, CLE training programs and employee engagement events. Some of the highlights of our work include a mentoring program where more than 300 lawyers participate each year, Financial Institutions Pro Bono Day in NY and a mobility program where we provide opportunities to work in different business areas on short-term assignments. I also enjoy serving on the Advisory Council for National Women’s Law Center as well as the Temple University Japan Board of Overseers.
