Bio
Loyce K. Bamwine is a distinguished Rwandan legal professional with over two decades of experience spanning public service, financial institutions, and corporate governance. She holds a Bachelor of Laws (LLB-Hons) from the National University of Rwanda and a Master of Laws (LLM) from Utrecht University in the Netherlands, where she graduated with an Honourable Mention for exceptional achievement. Loyce also earned a Postgraduate Diploma in Legal Practice and is an Associate Chartered Arbitrator registered with both the Chartered Institute of Arbitrators (London) and the Kigali International Arbitration Center (KIAC).
Currently serving as the Director of Social Impact Investments at Equity Bank Rwanda Plc, Loyce leads initiatives focused on financial inclusion and empowerment of underserved communities, including women, youth, refugees, and persons with disabilities. Prior to this role, she was the Head of Legal at the same institution, where she oversaw litigation, contract management, board advisory, and corporate governance matters.
Her career includes notable leadership positions such as Company Secretary and General Counsel at the Development Bank of Rwanda (BRD) Plc, where she advised on complex development projects and stakeholder engagement. Loyce also served as a Commissioner at the Rwanda Law Reform Commission, heading the Legal Research and Reform Division, and played a key role in the 2015 Constitutional Review Commission, contributing to the revision of Rwanda’s Constitution.
Loyce’s expertise extends to anti-corruption efforts, having worked as a legal advisor and investigator at the Office of the Ombudsman, where she coordinated the National Anti-Corruption Advisory Council Secretariat. Her international experience includes coordinating human rights and legal education projects at Utrecht University’s School of Law, supporting legal reforms in countries such as Turkey, Indonesia, Guatemala, Rwanda, and Ethiopia.
She is a member of several professional organisations, including the East African Law Society, Rwanda Bar Association, Kigali International Arbitration Center, and the Chartered Institute of Arbitrators (London). Loyce is currently pursuing a Certificate in Company Direction from the Institute of Directors (UK), further enhancing her governance credentials.
Her board experience is extensive and includes current roles as a Board Member and Chair of Governance Committees at Rwanda Medical Supply Ltd and Ngali Holdings Ltd. She has previously served on the boards of the Business Development Fund (BDF), Kivu Marina Bay Ltd, and the Rwanda National Electoral Commission, where she was also a member of the Audit Committee.
