Career Biography
A lawyer from Universidad Externado de Colombia, with a specialisation in Commercial Law from Universidad de los Andes, and executive training in Senior Business Management from INALDE and IPADE. She has over 25 years of experience in legal, corporate, and public sector leadership, with solid expertise in advising on and directing legal processes related to mergers and acquisitions, financing, public and private contracting, and the structuring of complex legal transactions.
Since 2018, she has been part of Grupo Energía Bogotá (GEB), where she serves as Legal Director, leading legal affairs for the holding company and its subsidiaries in Colombia and abroad. She has advised on transactions of major strategic importance, including the acquisition of Argo and Quantum in Brazil, the purchase of Elecnorte in Colombia, and the merger of EMGESA and CODENSA to form ENEL Colombia. She also advised on financing transactions exceeding USD 200 million and led the creation of ENLAZA, GEB’s transmission subsidiary. Previously, as Legal Director and Manager of GEB’s Transmission Branch, she ensured the legal execution of strategic electricity infrastructure projects such as Río Córdoba and Tesalia.
In the private sector, she served as President of Proseguros S.A. (Grupo Howden) from 2016 to 2018, where she contributed to the sustained growth of Grupo Howden’s EBITDA and consolidated the government segment as Vice-President of State Business (2014–2016).
In the public sector, she served as Secretary General of the Ministry of Environment (2013–2014), managing a budget exceeding USD 40 million, and as Secretary General of the Ministry of Foreign Affairs (2009–2010), where she led the issuance of the Colombian biometric passport, modernised consular services, and decentralised the apostille process across five cities. She also implemented a new organisational and salary structure and coordinated elections in 92 consulates. At the Ministry of Defence (2005), she achieved financial clean-ups exceeding USD 10 million. From 1999 to 2001, as Legal Director, she led legal advisory processes and the contractual structuring of the outsourcing of commercial management at the Empresa de Acueducto y Alcantarillado de Bogotá (EAAB). She has also held leadership positions at the Attorney General’s Office, the District Treasury Secretariat, Combustibles Líquidos de Colombia (CLC), and the Fiduciary Consortium Fosga, where she managed and allocated health system resources exceeding USD 90 million. Her career began at Industrias e Inversiones Samper, supporting international arbitration cases in Panama.
