Career Biography

Lucas Salazar Salvador is a corporate and regulatory lawyer with over a decade of experience advising government institutions, multinational companies, and highly regulated industries on complex legal and regulatory matters. His practice focuses on corporate law, contractual structuring, regulatory compliance, public procurement, dispute resolution, and the legal design of public–private collaborations. Throughout his career, Lucas has developed a strong reputation for delivering strategic legal advice in high-impact projects involving regulatory oversight, international financing, and complex commercial operations.

Lucas currently serves as Director of Legal Advisory at the Ministry of Public Health of Ecuador, where he leads the legal structuring and oversight of contracts, ministerial agreements, and regulatory reforms within one of the country’s most complex public institutions. In this role, he supervises the legal design of agreements with private sector partners and international actors, including projects involving foreign financing and international cooperation. His work includes the preparation of binding legal opinions, negotiation and review of complex contractual frameworks, and the implementation of regulatory strategies to ensure institutional compliance with national legislation and oversight entities. He also acts as the institution’s Data Protection Officer, overseeing compliance with Ecuador’s data protection legislation and strengthening internal governance and risk management systems.

Prior to joining the Ministry of Public Health, Lucas served as National Director of Agreements, Contracts and Real Estate Legal Advisory at the Ministry of Education, Culture and Sports of Ecuador. In that capacity, he played a key role in the negotiation and structuring of international cooperation agreements with multilateral organizations such as the World Bank and CAF – Development Bank of Latin America and the Caribbean. His responsibilities included advising on public procurement, administrative and constitutional litigation, and the development of regulatory frameworks supporting national education policy. His work contributed to the legal structuring of strategic agreements and financing mechanisms for public sector initiatives.

Lucas also has extensive experience in private legal practice. As a senior associate at leading Ecuadorian law firms including Tesserae Bureau de Abogados, CCB Abogados and Bustamante Fabara, he advised national and multinational companies across sectors such as telecommunications, insurance, mining, energy and technology. His work involved corporate structuring, mergers and acquisitions, legal due diligence, negotiation of complex commercial contracts and representation in civil, commercial and arbitration disputes. He has advised prominent companies providing strategic guidance on regulatory compliance, corporate governance and dispute management.

Earlier in his career, Lucas served as a legal advisor in the National Assembly of Ecuador, where he supported the development and legal analysis of legislative initiatives and constitutional debates. This experience provided him with a deep understanding of the relationship between public policy, regulatory frameworks and private sector legal strategy.

Lucas holds a Master’s degree in Business Legal Advisory from Universidad Carlos III de Madrid and a law degree from Universidad San Francisco de Quito. His international academic training has strengthened his expertise in corporate governance, cross-border legal structures and international arbitration frameworks.
