Career Biography
Carlos Bas is admitted to practice before the Courts of the Commonwealth of Puerto Rico and the United States District Court for the District of Puerto Rico. His experience includes corporate law and governance, administrative law, government procurement and public contracting, federal grants, regulatory compliance, intellectual property, consumer protection, insolvency, and commercial transactions.
Mr. Bas began his academic studies in Business Administration with a concentration in Marketing at the University of Puerto Rico, where he contributed to the development of BUSOL Informes LLC, a business intelligence company serving regulated industries such as banking and telecommunications. He later earned his Juris Doctor from the Inter American University of Puerto Rico School of Law and served as an intern law clerk at the United States Bankruptcy Court for the District of Puerto Rico, supporting the work of the presiding judge and federal judicial clerks.
During his early practice, Mr. Bas worked with his esteemed mentor, Jose A. Tulla, advising and representing government contractors throughout the procurement and award challenge process, including bid preparation, administrative protests, and judicial review.
He currently serves as Associate Counsel at the Puerto Rico Science, Technology and Research Trust, working under the experienced and skillful leadership of Doira Díaz Rivera, General Counsel and Administrator of the Trust. In this role, he provides legal support across the organisation’s programs and initiatives, advising on public and private contracting, federal grants, regulatory compliance, and organisational governance, and assisting in the development of legal frameworks that enable scientific research, innovation, and economic development in Puerto Rico.
