Career Biography
Thirosha Govender is the Group Legal Manager at Concor Construction and an Admitted Attorney of the High Court of South Africa. She holds an LLM and LLB from the University of KwaZulu-Natal, as well as a Bachelor of Social Science in Media & Communication. Her career reflects a combination of legal expertise, strategic thinking and strong communication skills.
Recognised on the Legal 500 GC Powerlist South Africa 2025 and again in 2026, Thirosha has built her career in complex sectors including construction and mining. She works closely with executive and operational teams, providing practical, commercially focused legal guidance across major infrastructure projects. Her portfolio spans contract negotiation and drafting (including FIDIC and NEC suites), dispute resolution, regulatory compliance, governance advisory, risk management, and navigating the realities of large-scale project environments.
She is a qualified mediator through the University of Cape Town and a member of the Institute of Directors South Africa (IODSA), reflecting her commitment to sound governance and ethical leadership. Her additional qualifications include specialised programmes in Intellectual Property Law through World Intellectual Property Organisation (WIPO), Public Finance Management at the University of Pretoria, Insurance & Risk Management through Wits Business School and Finance for Non-Financial Managers at Imsimbi Training. Together these have strengthened her cross-disciplinary understanding of legal, financial and commercial risk.
Thirosha’s approach is practical and business-orientated. She works closely with project teams to identify risk early, structure workable solutions and enable delivery in high pressure environments. Her experience includes advising on construction regulations, public finance frameworks and complex stakeholder engagement across both public and private sector projects.
Beyond her corporate role, Thirosha has contributed to the broader legal profession. She previously served as an executive member of the South African Women Lawyers Association (SAWLA) – Cape Town Chapter and was a member of the Maritime Law Association. She is also an alumna of the Brightest Young Minds network.
Her leadership journey began at University of KwaZulu-Natal, where she served as Vice President of both the Student Representative Council and Law Students Council. These early roles shaped her collaborative leadership style and her ability to engage confidently with diverse stakeholders.
Working as a woman in the construction and mining industries has further shaped her professional perspective. She is passionate about her profession and ensures that legal advice is not merely theoretical but practical and enabling.
