Career Biography

Lele Modise is a distinguished corporate leader and one of Africa’s most influential legal and regulatory strategists, with a career spanning telecommunications, financial services, technology, and corporate finance. As Group Chief Legal and Regulatory Affairs Officer of MTN Group, she plays a pivotal role in shaping the organisation’s transformation from a traditional telecommunications operator into a platform‑driven, technology‑led business powering digital and financial inclusion across the African continent.

Lele’s career began in 2000 at Bell Dewar & Hall, where she honed her technical legal expertise before rising to partnership at Bowmans, leading the Private Equity practice and specialising in major mergers and acquisitions, banking, and finance transactions. A transformative career shift came in 2014 when she joined Barclays Africa Group (now Absa Group) as General Counsel for Corporate and Investment Banking, later adding Wealth and Insurance to her portfolio. There, she led complex cross‑border transactions, regulatory engagements, and established the bank’s Transaction Management function, delivering end‑to‑end deal execution across multiple jurisdictions.

Since joining MTN Group in 2019, initially as Chief Legal Counsel, and later being appointed Group Chief Legal and Regulatory Affairs Officer, Lele has expanded her leadership reach across 16 African markets. She leads MTN’s Group Legal and Regulatory (GLR) function, driving strategic portfolio transformation, policy advocacy, and governance frameworks that support the company’s Beyond 2025 and refreshed Ambition 2023 strategy. Her work enables MTN’s growth across fintech, digital services, GSM operations, digital platforms, and infrastructure businesses. She is recognised for balancing technical legal excellence with commercial insight, geopolitical awareness, and purpose‑driven leadership.

Lele has guided several of MTN’s most significant strategic transactions, including the structural separation and minority sale of MTN’s Fintech business to MasterCard, one of Africa’s most complex multi‑jurisdictional regulatory undertakings. She played a central role in the public listings of MTN’s operations in Nigeria, Ghana, Rwanda, and Uganda, and in navigating MTN’s structured exits from markets such as Guinea Conakry, Guinea Bissau, Yemen, Afghanistan, and Syria. Across all transactions, she has demonstrated exceptional capability in aligning legal, regulatory, commercial, and geopolitical considerations.

A globally respected policy voice, Lele represents MTN in high‑level forums including the GSMA Global Chief Policy and Regulatory Officers Group, and she serves as Vice Chair of the ITU Development Sector Industry Advisory Group. She also sits on Lex Mundi’s Client Advisory Council, reinforcing her influence on global regulatory discourse.
