Career biography
Francisco Javier Monge Zegarra is a seasoned legal executive with over 15 years of experience in the health and insurance sectors, including more than five years serving as Legal Manager at Pacífico S.A. Entidad Prestadora de Salud. With a strong academic foundation in law and a Master’s degree in Public Administration, Francisco has built a distinguished career marked by strategic leadership, regulatory expertise, and a deep commitment to improving healthcare governance in Peru.
Currently, Francisco leads the legal department at Pacífico Salud, overseeing all legal matters related to the company and its subsidiaries, including the SANNA healthcare network (Clinics El Golf, San Felipe, San Borja, Belén, del Sur, Sánchez Ferrer), as well as affiliated institutions such as Centro Odontológico Americano, Laboratorios ROE, Precisa, and Aliada. His role also encompasses legal oversight of health-related issues within Pacífico Seguros S.A. His leadership has been instrumental in structuring the legal framework for the company’s healthcare services and in supporting key initiatives such as bond issuance and the development of a comprehensive health services network.
Previously, Francisco served as Deputy Legal Manager at Pacífico EPS, where he managed regulatory and administrative matters, conflict resolution, and corporate governance. His earlier roles include serving as Legal Advisor at ProInversión, where he supported the implementation of investment promotion laws and advised regional and local governments on public-private partnerships. He also worked as a consultant for the Superintendencia de Entidades Prestadoras de Salud (SEPS), where he contributed to arbitration and conciliation processes, regulatory development, and strategic evaluations of the EPS system.
Francisco’s academic credentials include a Bachelor of Law from Pontificia Universidad Católica del Perú and a Master’s degree in Public Administration from Universidad Continental in collaboration with the Ortega y Gasset Institute in Spain. He has pursued specialized training in insurance law, public procurement arbitration, and healthcare conflict resolution, and has participated in numerous national and international seminars on arbitration, public-private partnerships, and healthcare regulation.
As a thought leader, Francisco has published articles on medical liability and arbitration in healthcare, and has presented at various professional forums, including events organized by SEPS and SUSALUD. His master’s thesis focused on the decentralization of healthcare services, reflecting his long-standing interest in improving access and efficiency in public health systems.
