What are the most significant cases, projects and/or transactions that you and/or your legal team have recently been involved in?

My team and I manage permits, regulatory legal matters, and land acquisition for the company’s renewable energy projects. I lead the team and set the negotiation strategies. We are currently in the construction phase of the Esperanza Wind Farm and the Esperanza 2 Solar Project.

I have been with the company for 14 years and have overseen the permitting of 445 MW of renewable projects, in addition to the 110 megawatts (MW) now under construction. I am also responsible for permitting thermal power projects, of which 510 MW are already in operation.

We are currently managing all permits and regulatory matters for one of the largest energy projects in the country, located in Manzanillo. This project includes a 410 MW thermal power plant and a natural gas terminal.

How do you approach managing legal aspects during periods of instability or crisis to ensure the organisation’s resilience?

  

As in-house counsel, my role during periods of instability or crisis is to ensure the company’s legal resilience by anticipating risks, safeguarding compliance, and supporting strategic decision-making. I work closely with leadership and operational teams to assess potential legal impacts and develop proactive responses that serve the company’s long-term interests.

In such contexts, legal support is not only reactive but also a strategic tool for navigating uncertainty and strengthening the organisation’s ability to adapt and move forward with confidence.

What is a cause, business or otherwise, that you are passionate about? Why is this?

   

I am deeply committed to promoting female leadership in the energy and oil and gas industry, a sector that is vital to global development yet one where women remain underrepresented in decision-making roles. I believe that empowering women in this field is essential to driving innovation, sustainability, and lasting impact.

Recently, I had the honour of leading the launch of the Dominican Republic chapter of the Women’s Energy Network (WEN), a US-based organisation with more than 30 years of experience in advancing the careers of women in energy. WEN’s mission is to develop programmes that support the professional growth and leadership of women across the energy value chain. We are proud to be the second international chapter, and as founding president, I am committed to building a strong and supportive community that connects, empowers, and elevates women in our sector.

What factors influence your team’s decision to use external legal services versus handling matters in-house, and what criteria are used to evaluate their performance?

    

Several factors guide our decision on whether to manage legal matters in-house or engage external counsel. Operating in a highly regulated industry, where compliance is essential to the continuity and success of the business, we handle almost all regulatory, permitting, and transactional matters internally. This ensures alignment with the company’s strategic objectives, consistency in our approach, and strong relationships with regulatory authorities.

We turn to external counsel only in specific cases, particularly complex litigation or highly specialised matters where external expertise adds value. Sensitive negotiations and critical issues are usually handled by our in-house team. I believe in-house lawyers are more closely aligned with the company’s values, culture, and long-term goals, and therefore better placed to safeguard its interests.
