Career Biography

Jarouska Cocco is a lawyer with over two decades of experience in the public sector, recognised for her leadership in legal, strategic, and institutional management within the Dominican State. Her career has been defined by a strong commitment to transparency, the modernisation of processes, and the strengthening of the country’s legal and regulatory framework.

She currently serves as Director of Strategic Planning at the Dominican Institute of Telecommunications (INDOTEL), where she leads the design and execution of plans and projects aimed at institutional development and the consolidation of a competitive and inclusive telecommunications sector. Her responsibilities include coordinating budget planning aligned with the institution’s strategic objectives, drafting regulations, and implementing processes that drive institutional efficiency.

Prior to this role, Jarouska built an exemplary career spanning more than 20 years at the Ministry of Finance of the Dominican Republic, where she held senior leadership positions. As General Counsel, she directed and supervised the Legal Department, assessing legal risks in draft laws, agreements, and regulations, and issuing legal opinions on complex claims and arbitration cases. She also acted as the legal liaison between the Office of the Legal Advisor to the President and the Ministry, and coordinated the national and international legal teams responsible for domestic and external public debt issuances and placements.

From 2022 to 2024, she served as Legal Advisor to the Ministry of Finance, continuing to contribute her expertise by evaluating legal risks, issuing opinions on regulations, and supporting national and international teams in strategic financial operations.

Jarouska holds a Master of Laws (LL.M.) from the Pontifical Catholic University of Chile and earned her Law degree from Universidad Iberoamericana (Unibe) in Santo Domingo. She has further strengthened her academic and professional background with certifications in negotiation (Harvard Negotiation Project), leadership (The 4 Essential Roles of Leadership), and ICT Accessibility, among others.

Her leadership style combines technical expertise with a results-oriented strategic vision, earning her sustained recognition in her field. In 2022, 2023, and 2024, she was included in the Legal 500 GC Powerlist: Dominican Republic, a distinction that reaffirms her standing as one of the most influential and respected legal professionals in the country.
