Allen Garson is General Counsel and Corporate Secretary of the Investment Management Corporation of Ontario (IMCO), which manages $86 billion in assets on behalf of Ontario’s public-sector clients. In this role, he leads the organisation’s legal, compliance, and governance functions and serves as a key strategic advisor to the Board of Directors and executive leadership team. He also oversees government and regulatory affairs, ensuring that IMCO operates with integrity, transparency, and accountability as a trusted steward of public capital.

As a member of the executive leadership team, Mr Garson plays a central role in guiding the organisation through complex transactions, regulatory initiatives, and strategic partnerships that support its long-term growth and investment performance. He has been pivotal in shaping IMCO’s governance framework and strengthening enterprise-wide risk management.

In addition to leading major transactions, Mr Garson oversaw the establishment of IMCO’s pooled funds structure, a multi-year initiative that has successfully pooled CAN$52 billion across a wide range of asset classes.

Prior to joining IMCO, Mr Garson was a Partner at Dentons Canada LLP, where he served as Co-Head of the national Mergers & Acquisitions practice. In private practice, he advised boards and executive teams on high-profile domestic and cross-border transactions, including multibillion-dollar public takeovers, complex restructurings, and strategic joint ventures. He also advised institutional investors and pension plans on private equity, infrastructure, and energy-sector investments.

Over his career, Mr Garson has earned a reputation as a pragmatic, forward-thinking counsel who combines deep legal expertise with commercial insight. He has represented major corporations in the energy, media, telecom, and financial services sectors, as well as emerging companies and venture capital investors. Known for his collaborative and measured approach, he is valued by peers and clients alike for his ability to align complex legal strategy with business priorities and long-term objectives.

Mr Garson has been recognised by The Legal 500 in Corporate and M&A and Energy–Power, and by The Best Lawyers in Canada for Mergers and Acquisitions Law. He holds an LLB from Osgoode Hall Law School, following undergraduate studies at the University of Western Ontario, and is a member of the Law Society.
