Advokatfirman Cederquist KBâs practice head Mikael Engström has expertise in bid support, investigations into procurement awards and litigation. The team acts for suppliers and government authorities, particularly state-owned companies and government authorities. Engström acted for Yrkesakademin in review proceedings connected with awards decisions in two vocational education procurements.
Advokatfirman Delphiâs group acted for Systembolaget at the Stockholm Administrative Court of Appeal in proceedings concerning whether the client was a contracting authority and was under an obligation to comply with public procurement rules. The team assists contracting authorities and suppliers with the non-contentious aspects of major public procurements. Tomas Eliasson, Elisabeth Eklund and Katarina Ibold are names to note. Advokatfirman Lindahl KB acts for tenderers and public entities. In a highlight the group assisted the Swedish Police Authority with the procurement of its IT and telephone systems. Hugo NorlĂ©n and Michael Edquist are advising Philips (Healthcare) on its agreement to supply medical imaging equipment to Stockholm County Council and New Karolinska Solna. Helena RosĂ©n Andersson was appointed as Justice of the Supreme Administrative Court in Sweden. Olof Hallberg, Eva-Maj MĂŒhlenbock and Angelo Skog joined newly established firm Cirio in January 2019.
Hannes Snellman is strong in procurement litigation and is also recommended for strategic advice on public procurement procedures. It is particularly active in regulated sectors, such as public transportation, telecoms and pharmaceuticals. Practice head Joakim LavĂ©r, Caroline Snellman and Anton Johansson are acting for Stockholmâs public transport authority AB Storstockholms Lokaltrafik in the utilities procurements for the E31 and E32 traffic areas. Peter Forsberg acted for GlaxoSmithKline in the procurement by the Public Health Agency of Sweden of an agreement for the supply of an influenza vaccine. Julia Tavaststjerna joined AdvokatbyrĂ„n Wallin & Partners in January 2018. Erik Gadman joined Gernandt & Danielsson AdvokatbyrĂ„ as a counsel in February 2019.

Mannheimer Swartling advises on procurement issues arising from big-ticket M&A, and nationally important projects involving sectors such as infrastructure and transport. Johan Carle and Sven VaxenbÀck acted for the Swedish Transport Administration in review proceedings brought by Alstom Transport in relation to the ERTMS traffic management project. Department head Ulf Djurberg and Sophia Spala acted for Stockholm County Council and the County Council for West Sweden in the procurement of a digital system for healthcare organisations. Martin Levinsohn is a key contact in Malmö.
Advokatfirman Vingeâs Stockholm team is led by Johan Karlsson and Daniel Johansson, while Anna Hofling Johansson heads up a group located in Gothenburg. Johansson and Björn Nicolai are representing Depona in litigation against the Swedish National Library over the award of a contract to the Swedish National Archives. Ulf KĂ€ll joined Werks Advokater AB.
Foyen Advokatfirmaâs team head Per-Ola Bergqvist assisted municipality-owned utility company Bodens Energi with its procurement of a new cogeneration unit. On the contentious side, Bergqvist is representing Ăstersundshem in pending court proceedings brought by the SCA concerning the clientâs alleged failure to comply with public procurement legislation. John Hane is another key figure.

LindĂ©nâs recent work included assisting Keolis Sverige with the procurement of the PĂ„gatĂ„gen rail franchise. David Björne specialises in construction-related public procurement matters.
Magnusson AdvokatbyrĂ„âs practice has gained momentum since its head Morvarid Dorkhan Nilsson joined the firm from Baker & McKenzie AdvokatbyrĂ„ KB in January 2017. Nilsson recently represented Certego in a review by the Administrative Court of Stockholm of Hamnâs award decision in relation to a lock systems procurement. Nilsson also acted for Fresenius Medical Care Sverige in a review of Region VĂ€stra Götalandâs public procurement of dialysis machines.
Morris Lawâs Roger Wier and senior associate Linda Dahlström, act for contracting authorities and suppliers. In a highlight the team acted for Eurofins in a dispute over changes made to tender documents by the contracting authority at the final stage of the tender period. Caroline Ygge and Dahlström provide strategic advice and handle disputes for White arkitekter.
Johan Stern, who is the head of Ramberg Advokaterâs team, handles all the contentious and non-contentious aspects of the procurement and bidding process for contracting authorities, other entities and suppliers.
