Market Council Partnership training center.

at VEGAS LEX Energy practice Yuriy
Tatarinov
spoke at a workshop on the rules and procedures for technological
connection to power grids, organized for SIBUR Holding employees at the educational
center of Non-profit Partnership "Market Council".

The expert discussed the
rules of decommissioning energy facilities, the rights and responsibilities of
the System Operator of the Unified Energy System, and the Russian Energy Ministry’s
authority in coordinating the decommissioning of such facilities. In his
report, Power supply restriction/cut off
to consumers
, Mr. Tatarinov explained who can initiate the restriction and
what the constraints can be, and described the general restriction procedure. The
participants also discussed the legal issues of cooperation between power
suppliers and grids, on the one hand, and power consumers, on the other, in cases
where they have (or don’t have) Acts of coordination of emergency and (or)
technological reserved quota; the legal specifics of drawing up of the Acts of
coordination of emergency and (or) technological reserved quota, and the implications
of lacking such acts.
