Mannrich e Vasconcelos Advogados welcomes a new partner of great prominence. Carlos Henrique de Oliveira, former president of CARF (Administrative Council of Tax Appeals), joins the firm to work in several practice areas, with a special focus on Tax Law and Social Security Law.

Carlos holds a Bachelor’s and a PhD degrees in Law from the University of São Paulo/USP and a Graduate degree in Labor and Social Security Law from the Università Degli Studi di Modena and Reggio Emilia in Italy. Carlos Henrique has been the coordinator of the MBA program in Tax Law at the Federal Revenue Service of Brazil/RFB, taught by Escola de Direito de São Paulo da Fundação Getúlio Vargas (FGV-SP).

In his academic career, he was a professor in Graduate courses at the Law School of Faculdade de Direito da USP (Ribeirão Preto/SP), at Fundação Instituto de Pesquisas Contábeis, Atuariais e Financeiras (FIPECAFI), INSPER and Mackenzie. He is also a researcher at the Fiscal Studies Center of Fundação Getúlio Vargas – NEF/FGV and the study group on Contemporary Labor and Social Security Law of USP – Getrab/USP.

At Carf, he served as a counselor and as president of the entity’s Second Chamber of Second Section (2012 to 2018), and later as president of Carf (2022 to 2023). Retired Tax Auditor, he held the position of Program Director of the Federal Revenue Service of Brazil/RFB.

For Breno Vasconcelos, partner at the firm, the arrival of the new member is a reason for celebration. “Professor Carlos Henrique is a reference in Tax Law. His work at CARF was characterized by technical rigor and impartiality during trials, always contributing significantly to legal certainty. His in-depth knowledge and vast experience, combined with an ethical and impartial stance, were decisive factors for his entry into our firm. We are counting on a significant asset for the firm, a fact that is already celebrated by us and will certainly also be by our clients and partners,” he stated.

He was my student, and I had the pleasure of being his supervisor in his Master’s program at USP, where he always stood out for technical precision, academic rigor, and brilliance in his work. Due to his dedication, the relevance of his topic, and the scientific rigor in his research, he was authorized to convert his Master’s into a Doctorate. His performance was highlighted by the committee, which approved him, granting him the title of doctor from USP. It is an honour to have him by our side from now on,” said Professor Nelson Mannrich, a partner at the firm.
