WASHINGTON, D.C., September 2, 2025 — Arnold & Porter announced today that Lisa Re has joined the firm’s Life Sciences & Healthcare Regulatory practice as a partner, resident in Washington, D.C.
Mahnu Davar and Allison Shuren, co-chairs of Arnold & Porter’s Life Sciences & Healthcare Regulatory practice, said: “Lisa’s broad experience garnered over two decades in significant leadership positions within HHS Office of Inspector General will complement and expand the strategic counseling and government investigation work of our existing healthcare and life sciences regulatory and enforcement teams. Her first-hand knowledge of healthcare fraud enforcement, OIG compliance program expectations, and processes governing OIG administrative interactions and advisory opinion requests will be invaluable to life sciences and healthcare clients.”
As the former Assistant Inspector General for Legal Affairs and Acting Chief Counsel, Re was HHS’s representative for False Claims Act cases and spent years coordinating with the U.S. Department of Justice on these matters. She led OIG’s administrative litigation and exclusion program, established enforcement priorities, and oversaw OIG’s self-disclosure protocol. Re has deep experience advising on complex issues and laws such as the Anti-Kickback Statute, Civil Monetary Penalties Law, Emergency Medical Treatment and Labor Act (EMTALA), Information Blocking, and the Exclusions Statute. She was responsible for OIG’s compliance policy and Corporate Integrity Agreement enforcement, helping to strengthen the agency’s oversight of the pharmaceutical, biotech, and medical technology industries.
In joining the firm, Re said: “Throughout my time at OIG, I became familiar with Arnold & Porter’s reputation of excellence both in healthcare regulation and across the life sciences industry. I’m eager to begin collaborating with my new colleagues and leverage my government experience to help deliver integrated, strategic advice on oversight and enforcement to the firm’s healthcare, life sciences, and technology clients.”
Re earned her J.D. from St. Louis University School of Law, her M.A. from Webster University, and her B.S. in Nursing from St. Louis University.
