    Arnold & Porter is a dominant force in sovereign offerings. The firm has represented a number of sovereign and sub-sovereign entities in Latin America over the years. It benefits from the presence of a number of experienced Latin America specialists; Whitney Debevoise and Gregory Harrington are amongst the most senior Latin America experts in the market with deep connections to a number of sovereign states such as Colombia, Panama, El Salvador, Honduras and Venezuela.
