Career

Regulatory proceedings, energy projects, corporate transactions, and litigation focusing on the regulated energy industry. Mr. Barkley’s practice focuses on the representation and counseling of energy industry clients in matters before the Public Utility Commission of Texas and the Texas Railroad Commission. He has represented electric and pipeline companies in rate cases and licensing proceedings and has defended the siting of energy projects in state and federal courts. He counsels power and hydrocarbon clients on a wide range of regulatory and contractual issues with a focus on developing strategies to overcome regulatory and other challenges.
