Lawyer MENG Lina, member of the Management Committee of Kangda Institute, senior partner lawyer, deputy secretary of the Party Committee, and director of the Government and Administrative Law Business Department.

Lawyer MENG Lina graduated from the Law Department of China University of Political Science and Law in 1999 and has worked at Beijing Kangda Law Firm since then. He started his practice in April 2001. At present, he is a member of the Civil Professional Committee of the National Lawyers Association, a member of the advisory panel of experts on real estate market supervision in Beijing, an expert in the Beijing property management industry, an expert in the Beijing housing security decision-making advisory panel, a member of the Administrative Reconsideration Committee of the People’s Government of Chaoyang District, an expert in the Chaoyang District Expert Committee on Aging, etc. She was also employed as a visiting professor and master tutor at Renmin University of China Law School, and an arbitrator of the Shantou Arbitration Commission.

MENG Lina is good at litigation and non-litigation business in government legal counsel, administrative law, real estate, company law, and other aspects. During her practice, she acted as an agent for more than 3000 reconsideration litigation cases. She is good at handling major, difficult, and complex dispute cases. Many of the cases she acted as an agent were listed in the court observation court.

12. Design the demonstration text of the Beijing Housing Mortgage Loan Contract (for housing registration only) and Housing Maximum Mortgage Loan Contract (for housing registration only).

Representative cases:

1. The case of a housing brokerage company acting as an agent in response to the lawsuit against Beijing Chaoyang District Housing Administration for administrative punishment was selected as “Ten Typical Administrative Cases of Beijing Courts in 2013” by the Beijing High Court;

2. The case of Wang Mou suing the Housing Security and Reform Office of Chaoyang District People’s Government of Beijing for canceling the purchase qualification of price-limited commercial housing, which was selected as “Ten Typical Administrative Cases of Beijing Courts in 2013” by the Beijing High Court;

3. The case of Ma Mou suing the Chaoyang District People’s Government of Beijing to perform its statutory duties as an agent in response to the lawsuit is the No. 1 administrative case after the establishment of the Fourth Intermediate People’s Court of Beijing;

4. The case that 14 people, including Li, responded to the lawsuit against Beijing Chaoyang District People’s Government for administrative inaction was rated as “the top ten typical cases of administrative adjudication of Beijing Fourth Intermediate People’s Court in 2015”;

5. The case of Wang Mou suing the Chaoyang District People’s Government of Beijing for housing administrative expropriation was rated as “the top ten typical cases of administrative adjudication of the Fourth Intermediate People’s Court of Beijing in 2017”;

6. The case of Zhang Mou suing Beijing Chaoyang District Tobacco Monopoly Bureau for administrative compensation in response to the lawsuit is the first case of Beijing tobacco monopoly system administrative compensation after the implementation of the new Administrative Procedure Law;

7. The case of a Beijing real estate limited company acting as an agent responding to the lawsuit against the Chaoyang District People’s Government of Beijing for confirming the violation of administrative acts is the first administrative litigation case caused by the transfer of real estate facilities heard by the Fourth Intermediate People’s Court of Beijing, and also the first case in which the head of the administrative organ of the Chaoyang District People’s Government of Beijing first appeared in court to respond to the lawsuit;

8. The case a campus etiquette clothing company in Beijing responded to the lawsuit and sued Beijing Chaoyang District Social Insurance Fund Management Center for the administrative decision on social insurance benefits, which was the first case in Beijing in which the industrial injury insurance fund paid full compensation in advance;

9. The People’s Court of Chaoyang District, Beijing, issued the Administrative Mediation Letter for the first time in the case of Mr. Lang who acted as an agent in response to the lawsuit against the Housing Acquisition Compensation Agreement of the Housing Acquisition Office of Chaoyang District People’s Government of Beijing;

10. Acting as the agent of Chaoyang District People’s Government of Beijing against an investment consulting company in Beijing, which is the first case of confiscating rights of public supporting facilities launched by Chaoyang District;

11. The case of Sun Mou suing Beijing Chaoyang District People’s Government and Beijing Municipal People’s Government for housing administrative expropriation compensation and administrative reconsideration was rated as “the top ten typical cases of Beijing Fourth Intermediate People’s Court’s administrative trial in 2018”;

12. The case of a Beijing food limited company acting as an agent in responding to the lawsuit appealing the administrative punishment of Beijing Chaoyang District Emergency Management Bureau was the first administrative lawsuit case that the bureau responded to, and the case established the trial rule that the production and business unit’s responsibility for safe production would not be exempted because it handed over the production and business project to others for completion;

13. The case in which a Shandong property management company sued the People’s Government of Chaoyang District of Beijing for withdrawing the notice of closure of production safety accidents, which was the first administrative litigation case in Chaoyang District arising from the investigation report of production safety accidents;

14. Gao, acting as the respondent, filed a lawsuit against the Chaoyang District People’s Government of Beijing for the cancellation of the administrative reply, which was the first administrative litigation case arising from the implementation of the pilot project for the reconstruction of simple residential buildings accepted by the Fourth Intermediate People’s Court of Beijing.
