Specialist in administrative and regulatory law, expertise and recognition in the energy sector. Luis Pérez de Ayala has been counsel for the state at the European Court of Justice, the Spanish Ministry of Justice and the Spanish Ministry for Foreign Affairs. He is former secretary of the board of directors and head of legal affairs at ENAGAS, S.A., and a former member of its management committee. He has held different legal management positions at the Gas Natural Group.

He is a member of the board of examiners in the public competitive examinations to become counsel for the state, judge or diplomat, and is a member of Spanish Sports Arbitration Court.
