The ‘pragmatic and knowledgeable public law team’ at Clifford Chance stands out for its ‘fast response to client’s queries and its high-level of professionalism’. The ‘outstanding’ Juan José Lavilla jointly heads the practice with José Luis Zamarro. The group advises Iberdrola on a wide range of regulatory matters concerning its business activities. It is also representing Endesa in a variety of appeals against various Spanish authorities, including the Ministry of Industry and regional administrative bodies, concerning the applicability of tariffs and liabilities imposed.

Cuatrecasas’ multidisciplinary team consists of individuals from the firm’s town planning, environment, financial regulatory, administrative litigation and constitutional groups. Highlights included advising CaixaBank on administrative issues concerning the financing of the new PPP to integrate an electronic payment system across Bareclona’s metropolitan transport system. Other work included representing Falck VL in a judicial review concerning an appeal filed by a corporation, which is connected to a public tender for medical transport services. Practice head Luis Pérez de Ayala and Alberto Raventós are key names. Nicolás González-Deleito, Jorge Botella, José María Macías and Juan Carlos Hernanz are also noted.

A ‘major player in the public law arena’, Garrigues’ sizeable public team is led by Alfredo Fernández Rancaño. Headline work included advising Centro Canalejas (OHL Group) on the execution and implementation of a project to build a multi-purpose complex in Madrid city centre and assisting Iberdrola Generación with the necessary changes to implement recently enacted legislation pertaining to nuclear plant ownership. Miguel Loya del Río, Javier Manchado de Armas and David Arias Guedón are key names.

Gómez-Acebo & Pombo is ‘a visible name in the public sector market’ and has expertise advising local and international clients. The team acted for the Council of Badajoz in disputes connected to a major concession for public work constructions arising from the infringement of contractual obligations by a former concessionaire. It also provides ongoing assistance to Bank of America with matters pertaining to public works for the high-speed railway connecting Figueres and Perpignan. Carlos Vázquez leads the practice. Juan Alfonso Santamaría, Irene Fernández, Enrique Lucas, José Luis Palma and José Manuel Palau are the other names to note.

A ‘powerhouse in public law’, Uría Menéndez’s knowledgeable team advises Aena on a variety of regulatory mandates including tariffs. It also assists the Agbar Group with national PPP contracts, including handling litigation connected to regulatory issues, and contractual and public procurement decisions. At Baker McKenzie, co-head Pablo Dorronsoro acted for Ellomay Capital on all public law matters pertaining to the acquisition and development of a 300MW photovoltaic plant valued at €300m. Acciona, Colony Capital and OHL are clients. Fellow practice co-head Xavier Junquera is also noted.

CMS Albiñana y Suárez de Lezo’s team is led by the ‘notable and experienced’ Jaime Almenar, Javier Torre de Silva and María Guinot. Highlights included advising Globalvia on all administrative issues related to the purchase of Itinere. Aldesa Construcciones, Ferrovial and Hertz are clients.

Hogan Lovells International LLP stands out for its ‘knowledge of the sector’, especially in environmental matters. The group advised TMT International Observatory on all public law matters associated with the construction of a €1.4bn telescope in the La Palma-Canary Islands. Santiago Garrido and Lucas Osorio lead the group.

At Linklaters, practice head José Giménez is a ‘prestigious’ name in the market. The group advises clients including Iberdrola, Telefónica, Enagás, Siemens and OTTP on a variety of matters, including administrative and regulatory issues.

At Pérez-Llorca, José Ramón de Hoces leads advice to Selae, the public body that exclusively manages state-owned gambling businesses, on complying with new EU legislation regulating public procurements. The team also represents Aena in Supreme Court proceedings connected to the enforcement of a judgment affecting the operational capacity of Madrid’s Barajas Airport. Juan Manuel Rodríguez is also noted.

The ‘experienced group’ at Ramón y Cajal Abogados includes lawyers who have previously held positions in the public sector.
