Career

She is an expert in aeronautical, airport, infrastructure and public policy issues. She has more than 17 years of experience in the sector, leading major projects, both in the private sector and as a government official. She served as a director of infrastructure and then as deputy minister of infrastructure of the Ministry of Transportation for 3 years. During her tenure as deputy minister, she was able to lead important infrastructure projects for the country, completing works of more than 10 4G projects and issuing important public policies for a better environment for the development of projects, as well as issuing regulations for new sources of funding and technological advancement.

Olga is founder and the acting president of the Colombian Association of Airport Law in Colombia (“ACDDA”) and of the Colombian Bar Association of Aviation Law, where she actively participates in plans and policies for the development of airport infrastructure. She also teaches in different universities in diploma courses on aviation law and airport infrastructure matters.

DLA Piper Martinez Beltrán’s projects team finds favour for its ‘high level of responsiveness and accountability’. The group acts on a significant volume of secondary market transactions — Macquarie Asset Management stands as a trophy client in this segment — and also handles project finance and development work. Banking and finance specialist Sebastián Lora co-heads the department alongside infrastructure, projects, and public law partner Olga Lucía Ramírez, who joined in August 2022 from the Ministry of Transportation. Private equity expert Felipe Quintero and managing partner Camilo Martínez also handle projects-related matters. Former department co-head Paola Aldana  left to go freelance in February 2023.
