Brigard Urrutia’s partner since 2011. Mr. Quinche has more than 10 years of experience practicing in the areas of Structured Finance, Project Finance and Corporate/M&A. During 5 years Mr. Quinche worked in Corporate Finance at a prestigious law firm in New York. He has acted as legal counsel to borrowers, project sponsors and developers, lenders and financial institutions in various national and international corporate and project finance transactions, including, among others, commercial bank loans, syndicated loans, financings with multilateral institutions, financings with export credit agencies and financings through capital markets. Mr. Quinche’s project finance experience includes advise to either financers or project developers in toll road projects, ports, oil & gas transportation infrastructure, LNG facilities, airports, power generation facilities, power transmission infrastructure, public transportation infrastructure, telecommunications infrastructure, downstream, midstream and upstream oil & gas infrastructure and, in general, public infrastructure developed under PPP programs.

Mr. Quinche recent work highlights include the USD7 billion Ecopetrol’s Cartagena Refinery Project, Ecopetrol’s Barrancabermeja Refinery expansion financings, USD700 million Puerto Bahia Port Project, USD1 billion toll road concessions, among others. He advice  SABMiller in the acquisition through a merger of Bavaria SA  (U$ 7.8 billion) and Millicom International in its merger with UNE-EPM.

Mr. Quinche obtained his JD from Colegio Mayor Nuestra Señora del Rosario, has a degree on corporate law from Universidad de los Andes and an LL.M degree from New York University School of Law. He has been admitted to the practice both in Colombia and New York. Currently, he is also a Professor of Corporate Finance in the Colegio Mayor Nuestra Señora del Rosario, as well as in other Colombian universities.

Brigard & Urrutia’s 45-strong practice, built around the areas of project finance, capital markets and private equity, and derivatives and structured products, has a ‘solid and large enough team to handle transactions in record time, without losing sight of quality’. Handling cross-border financial transactions, including syndicated and club deal loans to private and public Colombian entities, Carlos Fradique-Méndez led the team that advised on the financing of $1bn Hidroituango hydroelectric power station project, the largest in the country. Alongside Luis Gabriel Morcillo, he also participated in the structuring, formation and fund raising of a $1bn local private equity fund for Old Mutual Alternative Investments which will invest in infrastructure projects located in Colombia. Manuel Quinche, whose ‘experience, and ability to negotiate and conciliate’ is highlighted by clients, acted as counsel to Refinería de Cartagena, as former borrower, and Ecopetrol, as former sponsor and current borrower, in connection to the assumption by Ecopetrol of Refinería de Cartagena’s $2.66bn debt. Other clients include Itaú Unibanco, BBVA, Export Development Canada, IFC, BTG Pactual and Goldman Sachs. Sergio Michelsen is also recommended.

Brigard & Urrutia is recognized for providing legal advice to both national and international banks and investors in the development of complex and breakthrough infrastructure projects. Carlos Umaña, Manuel Quinche, Carlos Urrutia and Carlos Fradique-Méndez co-lead the 25-strong practice, which acted as local counsel to the lenders on the Concesión Autopista Conexión Pacífico 2 toll-road project, comprising the development, design, construction, improvement, rehabilitation, operation, and maintenance of the toll-road and its ancillary facilities; the advice included the structuring of the local security interest package and the review, drafting and negotiation of the Colombian law documents. Other highlights in 2017 included advising the Departamento Nacional de Planeación with the structuring of a $266m public private partnership (PPP) for the construction and maintenance of educational infrastructure in the cities of Soacha and Ibagué. Itaú Corpbanca, Goldman Sachs, International Development Bank, Credit Suisse and BBVA are among the team’s clients. Infrastructure and public utilities group director Claudia Navarro and associate Guillermo Tejeiro are also highlighted.
