Claudia Navarro joined the firm in 2010 and is partner of the Infrastructure and Public Utilities Practice Group. She has advised many companies along the different activities of the energy sector using conventional and non-conventional sources, as well as natural gas. Among others, Ms. Navarro has wide experience in contract’s structuring, including but not limited to, BOOMT, PPAs and connection agreements and all matters related to electricity retail and natural gas production.

She is an expert in regulation of the electric energy and natural gas services and she has been recognized as a distinguished attorney by various sectorial associations such as: ANDESCO, ACOLGEN, ASOCODIS, and ANDI. She has actively participated in the process of consolidation and recognition of the Infrastructure, Energy and Natural Gas practice, accomplishing to position it in national and foreign market.

Currently, Ms. Navarro teaches the course “Infrastructure: regulation and finance” in the Faculty of Law at the Universidad de los Andes and “Public, construction and concession agreements typology, infrastructure and public utilities” at the Universidad del Rosario.

Ms. Navarro holds postgraduate degrees in Public Management from Universidad de los Andes and Contractual Law from Universidad Externado. Moreover, she holds a Master’s Degree in Constitutional Law from Centro de Estudios Políticos y Constitucionales of Madrid and undertook her PhD studies at Universidad Rey Juan Carlos in Madrid, Spain.

Brigard Urrutia‘s 30-strong practice offers legal advice to both national and international banks and investors on their heavyweight banking and infrastructure practices, as well as in the development of complex and breakthrough infrastructure projects. The firm also advises on both private and public finance initiatives relating to the energy sector, and on several road, rail, port, airport, natural resources and mining projects. Seven partners head the practice: Carlos Umaña, who is commended for his knowledge in infrastructure; Carlos Fradique-Méndez, who is active in project finance; César Felipe Rodríguez, who acted as local counsel to Concesión Transversal del Sisga in the review and negotiation of the terms and conditions of a credit and liquidity facility agreement; Claudia Navarro, who advises clients in the energy sector; and Carlos Urrutia Valenzuela works with national and international companies. The final two partners joined the firm in January 2021: María Fernanda Diago from Baker McKenzie LLP and Felipe Alarcón from Superintence of Finance. Key associates Julián Parra and Juan Pablo Canaval are also noted. Manuel Fernando Quinche departed the firm to join Cuatrecasas, with effect from mid-November 2020.

Brigard Urrutia‘s 23-strong team has a deep knowledge of the energy and natural resources industry, with international experience advising clients across the hydrocarbons and power  sectors, as well as major players in the mining sector. The team regularly acts as the legal project manager and main counsel on transactions, corporate governance, contractual, regulatory and contentious work in the energy space, and also advises extensively on infrastructure and public utilities-related matters. Managing partner Carlos Umaña has over 30 years’ experience in infrastructure and natural resources law and provides specialised advice on project development; frequently handling cross-border transactions in the sector, senior partner Carlos Urrutia advises clients on natural resources, aviation, and construction contracts. The pair co-lead the practice with Claudia Navarro, a partner of both the infrastructure and public utilities’ and the renewable energy and energy efficiency practices, and who has considerable expertise in regulation concerning electricity generation and natural gas services; and associate practice director Marianna Boza who heads up the mining and oil-and-gas practices. Guillermo Tejeiro was appointed director of the environmental and sustatinable business group in July 2020 and is an additional key member of the team, as is corporate and transactional partner Jaime Robledo who has joined the group co-leading the practice. A prominent player in regulatory and transactional aspects, Brigard Urrutia is experienced in advising both local and foreign clients in aspects related to public law matters, including but not limited to public and private procurement procedures in the infrastructure, transport and public utilities sectors. Praised for its multi-disciplined approach, the team works alongside project finance, banking, and mergers and acquisitions practice groups to provide clients with a complete understanding of the regulatory aspects of transactions and projects. Managing partner and department co-heads Carlos Umaña and Claudia Navarro, a specialist in the regulation of the electric energy and natural gas services, have recently led the team in its representation of Electricaribe with regard to the continued provision of the public electric power service on the Caribbean Coast. Recommended senior associate Julián Parra coordinates the practice and is well versed in structuring PPPs in relation to the improvement and development of transportation and mass transit systems throughout Colombia.
