Benjamin advises companies and local authorities on all issues relating to public procurement law and complex contracts, public competition law and the economic development of public property, particularly in the energy (hydroelectric concessions, hydrogen deployment for industry and mobility, gas distribution concessions, etc.), transport and infrastructure sectors.

He also advises private operators holding public service concessions on their restructuring operations, in terms of both regulatory and contractual aspects.

A specialist in French and European state aid law, he assists operators and local authorities in setting up projects co-financed by European structural funds, and in preparing dossiers for notification of new aid or aid schemes to the European Commission.
