Luisa is a senior associate in our litigation and dispute management group and part of our inquiries and investigations team. Luisa has worked in dispute resolution with private and public sector clients since qualification with Eversheds in 2002. She has special expertise in public law issues.

Luisa was one of the Senior Lawyers instructed as part of the team acting Solicitor to the Mid Staffordshire NHS Foundation Trust Inquiry.

Luisa has a breadth of experience in all areas of dispute resolution including mediation. She commonly advises on breach of contract, termination, restrictive covenants and defamation.

Luisa was part of the team that acted for the Department for Transport in the high profile judicial review and procurement challenge relating to rail franchise awards. She previously acted for DEFRA in relation to restitution claims arising out of the foot and mouth outbreak. She has advised Universities and Deaneries defending judicial review applications and acted in judicial review proceedings relating to the closure of care homes.

Luisa is recognised for her professional discipline work having acted for the General Medical Council over a 7 year period and more recently having been appointed to the Care Council for Wales’ panel of Presenting Officers.

Luisa is also experienced in representing clients seeking to challenge decisions of regulators, including OFSTED, the Care Quality Commission and the Quality Assurance Agency.

Luisa has been regarded by Chambers and Partners as a leading individual since 2009 with comments including that she is “widely recognised for handling difficult witnesses and tricky cases with a calm and reassuring manner” and “a formidable record for handling investigations and prosecuting allegations of misconduct against medical professionals”.

She is a member of the Association of Regulatory and Disciplinary Lawyers.

Acting on its own, as well as being able to call upon the vast resources across the firm’s UK-wide network of offices, Eversheds Sutherland (International) LLP is well-placed to represent clients in the firm’s core areas of industry strength, including transport, energy and education, across a wide range of high-stakes disputes. As well as his commercial litigation expertise, team head Richard Pitt is noted for his public procurement prowess, both on behalf of public entities defending the outcome of public procurement competitions and, challenging decisions of other public authorities. Luisa Gibbons assists Pitt with the day-to-day running of the team, focusing her work largely on matters with a public sector complexion, including public procurement and judicial review matters, as well as it relates to professional discipline and fitness to practise. Public law also forms a key component of senior associate Helen Rowland‘s practice, with her regularly working alongside Gibbons and Pitt on high-profile mandates, as well as handling her own caseload, defending and bringing challenges relating to public procurement awards. Public inquiry work also remains a cornerstone to the firm’s overarching litigation expertise, with the Cardiff office often engaged as part of multi-office teams covering many matters of public importance. In this regard, Angharad Haf Hurle is ‘super knowledgeable and vastly experienced’ and has been a lynchpin of the firm’s involvement in the long-running infected blood inquiry. Finally, the team is rounded out by a strong financial services litigation offering, an area that Gareth Vowles  and Tom Black , who was promoted to partner in May 2022 are particularly accomplished.
