Richard specialises in planning law and the authorisation of major projects. He has promoted and opposed compulsory purchase, Transport and Works Act, Development Consent, and harbour orders for that purpose in respect of road, energy, leisure, rail / urban transit, harbour and water projects. He has also advised on major retail / supermarket schemes, large urban regeneration projects and strategic residential development proposals.

His recent experience includes advising on the promotion of a £250 million trolleybus scheme, advising on the demolition and reprovision of a football stadium, advising on the promotion of a circa £3 billion leisure resort and advising on the promotion of a new strategic railway line.

Richard has extensive experience of ensuring the legal robustness of application documents and environmental statements, case-making, project and objection management, conducting public inquiries and delivery of major infrastructure / commercial projects. He also drafts and negotiates legal agreements, including complex planning, highways and settlement agreements. In addition, he has considerable experience of all aspects of appeal court proceedings, including judicial review. Richard regularly speaks at conferences and writes articles on Planning law and is recognised in the 2015 Legal 500 Directory (for Bircham Dyson Bell) as “an experienced practitioner”.
