Will is a Principal Associate in our transport and infrastructure group. He has acted for both public and private sector clients in relation to rail franchising and a variety of public private partnership models. His most recent experience includes advising an international rail operator on its bids to operate light and heavy rail networks in the US, Israel and the Middle East; acting for a consortium of entities on its bid to operate a high-speed railway in south east Asia; advising the Department for Transport in connection with a number of rail franchise competitions, direct awards and section 30 service agreements including the East Midlands, Northern, TransPennine Express and East Coast franchises; advising the Department for Transport on a number of rail franchising initiatives including the introduction of smart ticketing schemes and passenger compensation schemes. He has also recently advised on a number of rail rolling stock projects including advising the operator of the Manila metro on rolling stock enhancements for existing light rail vehicles and West Midlands Combined Authority on its procurement of new state-of-the-art battery operated trams and related maintenance contracts.

Will has also advised on a number of infrastructure schemes, most recently advising the National Development Finance Agency in Ireland on its Grangegorman, Primary Care Centre and Social Housing Bundle PPP procurements. Will previously advised both public and private sector clients on PF1 and PF2 projects in the UK in the education, social housing, highways and emergency services sector.
