Represents companies and individuals in responding to governmental civil and criminal investigations, in conducting internal investigations, and in defending False Claims Act and wrongful retaliation lawsuits brought by alleged whistleblowers, and provides counseling regarding the application of healthcare fraud and abuse laws. He has authored a treatise on the FCA and lectured extensively on defenses to FCA actions, healthcare coding compliance and fraud and abuse laws and voluntary disclosures.

Former United States Department of Justice trial attorney with the Civil Fraud Unit in the Commercial Litigation Branch.  Recognized for multiple successful judgments obtained in FCA litigation, including listed in the National Law Journal in its 2018 Winning Litigators (for successful FCA trial verdict); The National Law Journal in its 2014 Litigation Trailblazers & Pioneers (one of 50 “people who have made a difference in the fight for Justice” for his outstanding work in defending FCA lawsuits); Law360 MVP (2012) (for successful FCA trial verdict).  Author of FALSE CLAIMS ACT & THE HEALTHCARE INDUSTRY: COUNSELING & LITIGATION, (3d ed. American Health Lawyers Ass’n 2018).
