Mr. Huang focuses his practice on antitrust and competition law, data protection and cybersecurity, corporate compliance, mergers and acquisitions, etc.

Mr. Huang has extensive experience in antitrust and competition law. He has provided customized antitrust legal services for many multinationals, listed companies and leading enterprises in various industries, including the establishment of antitrust compliance system, responses to antitrust investigation and declarations of concentration of undertakings, etc. Mr. Huang has worked with an antitrust team in the EU and published dozens of articles in the field of competition law.

In the area of data compliance, Mr. Huang is a Certified Information Privacy Professional in the EU (CIPP/E) and has provided personalized data compliance governance and establishment of data compliance system for leading enterprises from various industries.

In the field of mergers and acquisitions, Mr. Huang has also provided legal services for many multinationals and well-known investment institutions regarding their mergers and acquisitions, joint ventures and other matters in China, which cover a wide range of industries, including but not limited to the automotive, semiconductors, high-end manufacturing, food and medicine, retail and logistics industries, etc.

Recent cases:

Antitrust and Competition Law

• Provided legal services for a state-owned commercial vehicle manufacturer in responding to antitrust investigations;
• Provided legal services for an API enterprise in responding to anti-monopoly investigations;
• Represented a number of well-known Internet and real estate enterprises, etc., in conducting internal reviews of the business and supplementary declaration of concentration of undertakings;
• Provided other consulting services related to antitrust and competition law for a number of Fortune 500 enterprises, large state-owned enterprises and listed companies;
• Conducted global declarations of concentration of undertakings (including China, the US, the EU and Russia) for the acquisition of a German aircraft production line manufacturer by a well-known state-owned enterprise based in Shanghai as the leading associate in the project;
• Provided declarations of concentration of undertakings both in China and the EU for a project concerning establishment of a joint venture located in China by a well-known state-owned enterprise based in Shanghai and a well-known German semiconductor company;
• Provided multiple declarations of concentration of undertakings for various joint ventures and cooperation projects concerning batteries and OEMs in the alternative fuel vehicles industry, the relevant markets of which include alternative fuel passenger cars, commercial vehicles, as well as batteries, motors and other major components;
• Provided declaration of concentration of undertakings for a joint venture project of a battery energy storage production enterprise and a battery energy storage system production enterprise;
• Represented enterprises from other automobile, environment, circulation, retail, electronics, Internet industries, etc. in completing nearly a hundred projects of declaration of concentration of undertakings.

Data Protection and Cybersecurity

• Provided legal services concerning data compliance review in China and overseas for a leading Internet video software service provider in the industry, including data compliance due diligence, compliance gap analysis and suggestions;
• Provided data compliance review services in the field of intelligent connected vehicles for a leading self-driving vehicle enterprise in the industry;
• Provided legal services in the field of data compliance for a leading Internet human resources management enterprise;
• Provided legal services concerning the collection, use and cross-border transmission of personal data of Chinese customers for a multinational luxury design and retail enterprise;
• Provided legal services concerning legal consultation of cybersecurity protection and compliance construction of privacy data protection for the Chinese business of a multinational supermarket enterprise;
• Provided internal compliance review of data protection and cybersecurity for a luxury car brand.

Mergers and Acquisitions

• Represented a large state-owned enterprise based in Shanghai in providing legal services for its strategic investment in an asset management company;
• Represented a large state-owned enterprise based in Shanghai for its acquisition of an aircraft production line manufacturer in Germany;
• Represented a large state-owned enterprise based in Shanghai in providing legal services for establishment of a solar thermal joint venture with an Israeli company and conduct of related technology licensing transactions;
• Represented a European multinational in providing legal services for its majority share acquisition of a large food additive enterprise in Shandong, China;
• Represented a European multinational in its acquisition of a solar panel company in Suzhou, China;
• Represented a state-owned automobile production enterprise in providing legal services for the restructuring of its affiliates’ business;
• Represented a state-owned automobile manufacturer in providing legal services for its joint venture project concerning automotive power semiconductors with a German semiconductor company;
• Represented a state-owned automobile manufacturer in providing legal services for its joint venture project concerning automotive self-driving systems with Austrian partners;
• Represented a large food group based in Shanghai in providing legal services for the equity transfer transaction between it and another group;
• Represented an Israeli pesticide chemical enterprise in the restructuring of a listed company on the main board in China;
• Provided legal services for a number of multinationals on the closure and liquidation of their subsidiaries in China.

Mr. Huang currently serves as the Deputy Director of the Competition and Antitrust Committee of Shanghai Bar Association.
