Career

In 2001, he founded the firm “Halimi Law & Tax”, while during the years 2002 to 2005, he was selected as a legal expert of all parliamentary investigative commissions.

In 2005, he was appointed Deputy Minister of Justice and the activity of the law firm was suspended from that moment due to the conflict of interest.
From 2008 to 2009, he served as the State Attorney General.

In 2009, he was elected as a deputy of the Assembly of Albania and was part of the DP Parliamentary Group.

From 2009 to July 2011, he held the position of Secretary of the Committee for Legal Affairs in the Parliament of Albania. While in July 2011 he was appointed Minister of Justice until 2013. During the period as Minister, he was honored by the President of International Union of Notaries for the excellent reform of the One Stop Shop, for the war against corruption in the administration, the facilitation of business procedures and the fight against
money laundering. He was honored by the Justice Missions of the EU and the United States for the reform of total digitization of all courts in the country, audio recordings, privatization of executive services.

He was re-elected twice as a deputy, of the DP Parliamentary Group in 2013 and 2017. During this period (until 2018) he was Vice-Chairman of the DP Parliamentary Group, Vice-Chairman of the Commission for Legal Affairs and Head of the Department of Justice DP Parliamentary Group from 2014. He was the representative of the Opposition in the Council of Legislation and the Council of Mandates in Parliament since 2013 and the representative of
Opposition (PD) in the Justice Reform Commission during 2014-2016 where the Constitution of Albania was changed and about 50 laws of the Judicial System led to the Vetting of about 400 judges and 400 prosecutors in Albania.

Halimi worked as a representative of the opposition (PD) in the process of decriminalization of politics since led to the departure of many MPs, mayors and political functionaries. it has represented DP, since 2013, in high-level meetings with the EU in the process of EU integration. He was also a representative of the DP in the Supreme Court and Constitutional in Albania. Mr. Halimi has represented the Albanian state in the Court of Arbitration
for the period 2008-2009.

In 2018, Mr. Halimi retired from active politics to devote himself to the Law
International Private in the Balkans in the field of Technology, Banks, energy, oil, etc.

He runs the law firm “Halimi law and Tax”, and is the founder of the “Halimi Institute” Foundation.

He continues to be an external lecturer at the School of Magistrates in the training of judges and prosecutors in the field of private, administrative and corporate law, gas, oil, banks, fiscal havens, etc.’

He was appointed during the political elections of 2021 as the National Coordinator of the President of the DP, and represents the leadership of the DP before the Albanian courts.

From 2021, he is a member of the Executive Board of ICC Albania for the period 2021-2024.

Mr. Eduard Halimi completed his studies in Law in 1995. In 2000, he completed his studies at the School of Magistrates with the highest results.
