Position
With over 12 years of experience in the competition law and state aid field, Lucian is a Senior Lawyer within D&B David si Baias’s Competition and Regulatory Team. Before becoming a lawyer, Lucian activated for almost 7 years as a competition inspector within important departments of the Romanian Competition Council such as Research, Industry and Energy and Cartels. He participated in many dawn raids conducted by the Competition Council and investigation regarding vertical anticompetitive agreements or cartel type agreements, as well as in the assessment of economic concentrations.
Lucian was a National Expert within the exchange programme between Romanian Competition Council and European Commission ( DG Competition – Unit B1 Antitrust – Energy and Environment and attended many specialisation programmes in competition law like the Intensive Course on Competition Economics: Abuse of Dominance, Barcelona Graduate School of Economics ( March 2011 ) and Conducting Dawn Raids in Practice – Investigative Methods and Forensic Analysis in Antitrust – U.S. Department of Justice and Federal Bureau of Investigation ( November, 2013, Bucharest ).
As a competition case handler, Lucian was a member of some European Competition Network Working Groups and participated to the internal consultations and drafting proceedings of some EU regulations and guidelines: “Horizontal Agreements” ( 2009-2011 ), Vertical Agreements ( 2009-2011 ), “Technology Transfer Agreements” ( 2012 ) and “De Minimis Agreements” ( 2013 ).
As a lawyer, Lucian has been involved in complex projects such as assisting important clients during competition investigation conducted by the Romanian Competition Council and the European Commission and state aid projects. Lucian is familiar with industries like oil and gas, electricity, industrial goods, retail and basic agricultural products.
