海南博鳌乐城国际医疗旅游先行区（以下简称“先行区”）是2013年国务院批准设立的全国唯一的医疗领域对外开放的医疗产业园区，被誉为“博鳌亚洲论坛的第二乐章”。先行区被赋予含金量极高的九条优惠政策，可概括为“四个特许” 1，药品特许进入就是其中之一。目前先行区已经与辉瑞、诺华、罗氏等80多家跨国药械企业建立合作，引进临床急需特许药械产品突破200种，成为国际创新药械率先进入中国市场的重要通道 2。
