Ellex’s three-pronged practice has strengths in LNG and electricity projects, commercial energy transactions and regulatory issues governing heating and natural gas. Dovilė Greblikienė heads the energy group and advises Veolia and its various subsidiaries on heating lease argeements and regulatory investigations. Specialising in infrastructure projects, Ramūnas Petravičius is involved in a gas transmission project between Poland and Lithuania. Jaunius Gumbis heads the regulatory industries and trade practice.

Sorainen’s infrastructure, energy and regulatory group is regularly instructed in project financing, especially those involving equity transactions, and has extensive experience in assisting foreign utilities providers with establishing Lithuanian operations. In that regard, Sergej Butov advised GreenTech on a recycling business joint venture with Lithuanian partners. Tomas Kontautas acted for Contrarian Ventures in its successful bid for the management of the newly established Innovation Fund. Daivis Švirinas heads the team and Paulius Koverovas is also recommended.

TGS Baltic has a track record of involvement in landmark power and infrastructure projects, covering initial project financing to potential disputes. Vilius Bernatonis is representing the Ministry of Energy of the Republic of Lithuania in a multijurisdictional contract dispute with Veolia Environnement. The team, which includes Eugenija Sutikenė, has been involved in the rejuvenation of the heating infrastructure of Vilnius and Kaunas, and also acted as counsel to the private partners in a PPP project for the comprehensive renovation of Vilnius’ street lighting. Paulius Zapolskis is recommended.

With considerable strengths in power and transport infrastructure, Cobalt has found itself involved in projects of national and regional significance. Headed by Simona Oliškevičiūtė-Cicėnienė, the team is advising Rail Baltica statyba on the development of Rail Baltica, a strategic EU transport project. Paulius Markovas and Elijus Burgis assisted Amberwind UAB with the development of the largest wind park in the Baltics.

Headed by Mindaugas Jablonskis, Glimstedt Bernotas & Partners is often instructed by municipal companies and state entities in infrastructure rehabilitation projects. Senior associate Feliksas Miliutis has extensive experience of PPP financing and assisted Lithuanian authorities with the development of the Pilot ESCO programme. Miliutis has also advised the government on the construction of several water supply and waste treatment plants. Linas Sesickas is handling the decommissioning of a nuclear power plant.

PwC Legal’s energy and infrastructure department is headed by Herkus Gabartas and has experience advising on headline real estate and infrastructure projects. Recent work in this space includes assisting Vilnius City Municipality with tender and concession issues related to the PPP project for the construction of a national football stadium in Vilnius. Senior associate Teodoras Steponavičius is involved in multiple wind farm developments.

Primus, Attorneys at Law is instructed by domestic and regional state-owned energy companies and has experience in PPP financing structures. Robert Juodka advised Eesti Energia on various regulatory concerns, including the regulation of gas supply and sale in Lithuania. Tomas Venckus assisted Rafako with its participation in a public tender for the construction of a heat and electricity plant. Povilas Junevicius joined the firm from Ellex.
