Al Tamimi & Company is jointly headed by Philip Kotsis and Alex Saleh, who have experience of infrastructure, power generation, water desalinisation and wastewater projects. Highlights included advising the Kuwait Authority for Partnership Projects on the commissioning, financing, design and construction of the Umm Al Hayman wastewater project.

ASAR - Al Ruwayeh & Partners has particular expertise advising on the construction and operation of power and desalination projects. Akusa Batwala Tuma, who was promoted to partner in June 2017, is advising the Kuwaiti Ministry of Electricity and Water on the development of a desalinisation plant, and Ibrahim Sattout has been advising the developers of an integrated solar combined cycle plant with respect to certain PPP laws that came into force in 2010 and 2014.

The team at Hogan Lovells (Middle East) LLP has expertise in PPP projects, which has seen the team advising on wastewater projects and energy plants, as well as various other infrastructure developments including schools and transport facilities. Christopher Cross looks for ‘the best solution for the client' and has 'excellent knowledge of the projects in the region and the local market’; Cross heads the practice together with the highly regarded Sohail Barkatali. In one standout matter, the team advised on a complex wastewater project. The department has also acted for Consolidated Contractors Company in relation to multiple school developments.

Al Markaz Law Firm is ‘responsive, performs well under pressure’ and is ‘knowledgeable about the local law’. Practice head Ayman Nada in particular is noted for his ‘clear analytical thinking and succinct communication’; Nada's government-side clients include the Public Authority for Housing Welfare, which he is advising on the request for qualifications, expression of interest and request for proposals in relation to an ongoing real estate matter. ‘A pleasure to work with’, senior associate Nadyn Saleh is ‘first port of call’ due to her ‘excellent understanding of the law and the commercial realities of working in Kuwait’; she and senior associate Mohamed Bishr L. Alboukai are acting for EPC joint venture JGSK in a $250m construction claim against the main contractor for the the Al Ahmadi Clean Fuels Project.

International Counsel Bureau advises on the gamut of contractual arrangements for the construction and operation of renewable and conventional energy plants. Led by managing partner Abdul Rahman R. Al Haroun, the firm has handled the formation of and ongoing regulatory compliance for multiple public-private partnerships.
