Emma specialises in inquests and inquiries, public law, human rights and civil liberties, data protection and personal injury.

Notable high profile examples of Emma’s inquest and inquiry work include the Infected Blood Inquiry (currently instructed on behalf of the Department of Health and Social Care), the Grenfell Tower Inquiry (instructed on behalf of a significant witness providing evidence about the pan-London emergency response to the fire), R (Skelton) v Senior Coroner for West Sussex [2020] EWHC 2813 (Admin) (instructed on behalf of the Chief Constable of Sussex Police in this significant case concerning coronial art.2 decisions), the fresh inquests into the deaths of Cheryl James and Sean Benton at Deepcut Barracks (instructed on behalf of the MOD) and the Baha Mousa Public Inquiry (part of the Counsel to the Inquiry team).

Emma was appointed to the Attorney General’s C Panel of Counsel in 2014 and was elevated to the B Panel in September 2018.

Emma regularly contributes articles, commentary and talks on coronial and public inquiry law.  She is a contributor to 5 Essex Chambers’ newsletter ‘Insight: Inquests and Inquiries’ and a member of the 5 Essex Chambers Covid-19 Public Inquiry Hub.

Career

Emma was called to the Bar of England and Wales in 2007 (Gray’s Inn; Bedingfield Scholarship and Arden Award).  She has over the past decade developed an increasingly specialised practice focusing on inquests and public inquiries and judicial review.

Emma brings to her practice her experience gained from having served as an elected Common Councilman in the City of London and as a Governor of an NHS Foundation Trust.

Emma is also a Gray’s Inn Advocacy Trainer.
