The team is steered by Petra Heemskerk and Tessa Penninks. Heemskerk, a public procurement law specialist, concentrates on public transport and mobility, with experience in advising on transport concessions and tenders. Former co-head Herman Boersen is no longer actively involved in the firm’s transport practice.
