Career

For the past 13 years, Marcia has focused her legal practice on projects that includes/comprises the participation of the private sector for the development of infrastructure and services traditionally carried out by governmental entities. As a leader of the industry, Marcia has advised the broadspectrum of market participants, from federal and local public entities, to developers, top tier construction companies, investors and financial institutions.

Her practice covers the structuring and implementation of long-term infrastructure projects under different legal frameworks, including concessions, public works, public-private partnerships, among other legal and contractual arrangements commonly used for these purposes. In addition, she has advised clients for the preparation of unsolicited proposals and (public) biddings under the Mexican PPP Law.

Among the most notable projects in which she has activelyparticipated are the granting of the concession for the solid waste landfill known as the “Bordo Poniente IV Etapa” (the largest landfill of its kind in Latin America), the modernization of seven Multimodal Transfer Centers (CETRAM’s) located in Mexico City and the structuring and implementation of the Metropolitan Public Park known as “La Mexicana”.

Currently, Marcia is a leader for the team that advise the Mexican Federal Government on the design, structuring, tendering and implementation of its flagship project “Tren Maya”.

In the words of its clients, ‘professional’, ‘up-to-date’ and ‘highly specialised’ are some of the standout qualities of CMS Woodhouse Lorente Ludlow’s 12-strong team. The group is frequently sought out by private and public sector clients for its wide-ranging projects and infrastructure experience, and assists with PPPs and financing for toll roads, railroads, highways, hospitals and hydrocarbons projects. A recent highlight saw it advise the Mexican government on a new international border crossing between Tijuana and San Diego. Founding partner Enrique Lorente Ludlow steers the practice and specialises in matters ranging from the design, structuring, financing, construction and operation of projects. A pair of younger partners provide key support: Giancarlo Schievenini handles all aspects and stages of infrastructure project development, including financing, and has significant expertise in toll roads concessions; and the ‘always attentiveFernando Nava Herrera, majors on project finance and PPPs and stands out for his ‘personalised service, empathy and skill’. Marcia Santome Sanchez completes the senior team. Senior associate José Antonio Ruiz P, active on project development, regulatory matters and financing, is an additional key contact.
