Javier Parquet is the sole partner of “Parquet & Asociados”, a 60-year-old law firm with expertise in the Paraguayan legal market. Javier’s ample expertise in public procurement, administrative proceedings, sovereign debt and public agencies has led the Firm to be regarded as foremost experts in Administrative Law.
As mentioned, Javier has advised public agencies and multilateral entities in drafting several key legislative bills, such as the Consumer Protection Law, Competition Act, Administrative Reorganization and Fiscal Adjustment Act, Public Procurement Act and its modifications, Public Financial Administration Act, Organic Statute of the Financial Development Agency, the Law of Liability Management in Public Debt and Administrative Procedure Act.
As well as bill drafting, Javier has advised governmental entities such as: The Ministry of Health, Ministry of Finance, Secretary of Public Procurement, National Customs Office, National Migration Office, National Statistics and Census Office, National Telecommunications Agency, City Hall of Asunción and others. Likewise, we can state owned corporations such as PETROPAR, COPACO, ERSSAN, INC y ANDE, and other Government dependencies, organs and agents.
Javier has also advised multilateral agencies such as the Inter-American Development Bank, World Bank, IMF, European Community and other international institutions in implementing several projects in Paraguay. For instance, to issue the certificate for sovereign guaranteed operations, analysis and report regarding the assignment of receivables from a public body to private suppliers and the incorporation of the PPP regime in the country.
Another field that stands out in Javier’s career is Capital Markets. Javier has acted as local counsel to sovereign & non sovereign Paraguayan issuers as well as underwriters in Rule 144a/Reg. S bond issuances on a yearly basis since 2013. Parquet has advised the Republic of Paraguay, the Paraguayan bank “Banco Regional” in their respective bond issuances as well as the American investment bank Oppenheimer which acted as underwriter in Frigorífico Concepción’s bond issuance in early 2020.
Finally, Javier serves as President of the Mercosur’s Permanent Review Tribunal, the highest jurisdictional instance of the Mercosur. Javier has previously acted on behalf of the Paraguayan government as international negotiator before the MERCOSUR, the United Nations, and private international entities.
