Desiree Woo is of counsel in Milbank’s Hong Kong office and a member of the firm’s Project, Energy and Infrastructure Finance Group. With more than 20 years of experience based in Milbank’s U.S. and Asia offices, Desiree has a leadership role in Milbank’s practice in the Greater China market and is fluent in Putonghua, Cantonese and Shanghainese. Desiree has extensive project development and financing experience in Asia and is especially active in China, Philippines, Indonesia, Vietnam and Bangladesh among other jurisdictions, and also has in-depth experience advising on project financings involving commercial banks and export credit agencies such as Sinosure, China Development Bank, JBIC, NEXI, Korea Development Bank and KSURE. Desiree regularly advises project sponsors and lenders across a wide range of sectors, including conventional and renewable power, oil and gas, petrochemical, mining and metals processing, transportation, water, telecom and space and satellite. Desiree is highly sought after for her expertise representing project owners through the bid solicitation, contract documentation, bid award, construction and acceptance phases of EPC arrangements.
