Eduardo has solid experience in bids, administrative contracts, concessions and public-private partnerships. He holds a master and PhD in Public Law from Universidade de São Paulo (USP) and is specialized in Government Relations and Regulated Markets. He chairs the Brazilian Association of Information and Communication Technology Law – ABDTIC and is ranked on the most prestigious publications such as Legal 500 in the Telecommunications & Technology practice.

Lefosse Advogados acts for domestic and foreign investors in procurement tendering procedures, and in the acquisition of equity stakes involving providers of services to the public sector. The practice’s position in the public law market was reinforced by the arrival Eduardo Carvalhaes and his team from BMA – Barbosa, Müssnich, Aragão. Carvalhaes, who has longstanding experience in public bids, concession agreements, PPPs and administrative contracts, is now overseeing the department, which is well equipped to advise on a variety of public law issues, including privatisations and constitutional issues.

The firm bolstered its telecoms practice with the hire of Eduardo Carvalhaes from BMA – Barbosa, Müssnich, Aragão, who specialises in public law and regulated sectors, and is now overseeing the department.
Lefosse Advogados recently bolstered its projects and infrastructure practice with the addition of Paloma Valéria Lima and Eduardo Carvalhaes, who joined from Demarest Advogados and BMA – Barbosa, Müssnich, Aragão, respectively. Lima, who brings expertise in regulatory and contractual issues pertaining to infrastructure projects, and Carvalhaes, whose areas of focus include public law, are now jointly overseeing the department. Advising clients across all stages of their infrastructure projects, the team is adept at handling both project finance and development matters, demonstrating particular strength in greenfield projects. M&A in regulated sectors, including ports, urban transport and energy, as well litigation before regulatory agencies, are also mainstays of the practice.
Lefosse Advogados has a team dedicated to the power sector, which is able to deal with the full range of transactions pertaining to this field, including structured and corporate finance, project finance and M&A. Assisting clients with bidding procedures, negotiating EPC contracts and handling administrative litigation before ANEEL, are among the department’s notable areas of practice. In 2020, Eduardo Soares left to join electric energy company CEMIG. Eduardo Carvalhaes is now the practice head. In a significant move, the firm hired well-regarded lawyers Raphael Gomes, Pedro Dante and Bruno Crispim.
