Position

Alex qualified with Browne Jacobson and has worked in the Government and Infrastructure team since qualification. He has a strong subsidy control, public procurement and projects practice, specialising in regeneration and energy projects. He also leads the firm’s subsidy control team. He primarily works for local authority clients but has been engaged by NHS Trusts, education bodies and central government. 

Alex advises on both contentious and non-contentious procurement law, and will assist clients in preparing their tender specifications and evaluation criteria as well as drafting contractual terms. 

He also audits procurement processes prior to contract award and will review tender processes on behalf of claimants. He regularly acts as the lead adviser coordinating input from colleagues across the firm on these projects. He is the firm’s ‘go-to’ State aid lawyer and is regularly approached by public bodies and universities directly to advise on these areas. 

To supplement his expertise in this areas he has completed the Law Society’s Diploma in Local Government Law and practice (for which he was awarded a distinction and the law society prize for the best candidate in the country) and has recently completed a secondment with the London Borough of Enfield. 

Alex has spent the past few years building his local government practice and recent highlights include: 

  • Advising Oxford City Council on the Energy Superhub Oxford – including the UK’s largest EV charging superhub located on two existing park and ride sites.
  • Advising Manchester City Council on its city centre District Heating Scheme: this is an ambitious and high profile DH project in a complex city centre site. The Council is planning to provide heat and power to private customers in the area as well as its own buildings, requiring a robust corporate structure and involving several intricate points of procurement law, such as the interaction between the Public Contracts Regulations and Utilities Contracts Regulations in the context of energy projects. 
  • Advising Tandridge District council on its £62M procurement of a waste contractor using the competitive procedure with negotiation under the PCR 2015. This is a high value and strategic contract for the Council and Alex is advising on procurement and contractual matters and leading the wider team providing property, data and employment advice. 
  • Advising the London Borough of Enfield (LBE) on its industrial regeneration project on the montagu estate: Alex advised on the tender process to appoint a preferred joint venture developer partner and has now completed all agreements with the preferred bidder and advising LBE on land assembly.  Preparing national guidance for DBEIS on powers, procurement and State aid issues in district heating schemes. 
  • Advising the London Borough of Enfield on the Lee Valley district heating project: this is a large district heating project which will be used to serve commercial and residential customers.
  • Advising Cheshire East Council on its regeneration of Crewe town centre in preparation for HS2.
