Position

Rocky Alejandro L. Reyes heads the firm’s Special Projects Department. He specializes in taxation, project finance, construction, leveraged leases and infrastructure projects.

Career

Mr. Reyes acted as legal advisor in connection with the drafting of the proposed implementing rules and regulations for the revised Build-Operate-Transfer (BOT) Law of the Philippines and had advised on the drafting of proposed legislation to create the Private Sector Infrastructure Development Fund. Mr. Reyes continues to be involved in various private power and other infrastructure projects in the Philippines and other Asian countries.

From 1988 to 1990, he served as a foreign attorney at Anderson Mori & Rabinowitz in Tokyo.

Mr. Reyes is a professorial lecturer at the University of the Philippines’ College of Law. He has also written papers and delivered lectures on the BOT Law, the Foreign Investments Act, the law on telecommunications, taxation of securities and banking transactions, project financing and Philippine infrastructure projects. He continues to deliver lectures at various Mandatory Continuing Legal Education Programs.

Education

Mr. Reyes earned his Bachelor of Arts and Bachelor of Laws (magna cum laude) from the University of the Philippines. He was admitted to the Philippine Bar in 1994.

He received his Master of Laws from Colombia University.
