Nikolay Lazarov became part of the team of Georgiev, Todorov & Co. Law Offices in 2007. He has graduated Sofia University “St. Kliment Ohridski” in 2005. Prior to joining the law firm, he specialized in arbitration and alternative dispute resolution at the Arbitration court at the Bulgarian Chamber of Commerce and Industry (BCCI). He has a special interest in the state and local authority affairs, competition law, public-private partnerships and private financial initiatives. He was an assistant in “Administrative Law and Administrative Procedure” and “Fundamentals of Law” at the University of National and World Economy (UNWE) and a judicial assistant at the Supreme Administrative Court.

Nikolay’s experience includes litigation, preparation of draft regulations (ordinances for the Sofia Municipal Council), drafting legal opinions and consultations. He also has experience in consulting related to construction and spatial planning, litigation cases under the Public Procurement Act (PPA), as well as matters related to the granting of concessions. He also focuses on energy law and natural resources.

Over the years he has been representing major companies in the acquisition of concession rights under the Underground National Resources Act and environmental impact assessments under the Environmental Protection Act, including key clients from the energy and natural resources sector – Dundee Precious Metals, Kaolin, etc.

Lazarov protects the rights of clients from the public sector – Bulgarian Chamber of Private Bailiffs in a high profile case against the Council of Ministers and Commission for Protection against Discrimination in a case before the Supreme Administrative Court in relation to the Rules for the structure and activity of the CPD, which was criticised in its entirety by the Supreme Administrative Prosecutor’s Office. He also represents clients in the private sector in administrative, commercial and competition law cases – Asarel Medet (the first and largest mining company in Bulgaria); Aurubis Bulgaria (the leading cooper producer and the second largest business entity in the country); Balkam Group (a coffee market leader in Bulgaria); etc.

Due to his expertise knowledge in the energy sector, and his strong litigation skills, as well as the complexity of the dispute, he leads the case for the business activity of 47 separate renewable producers against the Energy and Water Regulatory Commission for payment of damages in the form of a lost income, caused by unlawful acts of the administrative body.
